Job Title: Health System Strengthening/ Maternal Newborn and Child Health (HSS/ MNCH) Technical Advisor – Short-term Consultancy

Job Summary: ADRA is searching for strong technical proposal support for an upcoming funding opportunity. The consultant will provide in-depth technical guidance as part of a HSS design with special emphasis on MNCH and strengthening the primary health care level of the system.

Principal Duties and Responsibilities:

  • Review background documents, proposal instructions and other key documents
  • Review the existing desk review of secondary data and related technical guidelines and policies
  • Work with ADRA Nepal team members to identify and fill gaps with additional relevant existing information to ensure that the proposed activities and strategies are consistent with Nepal’s health policies and guidelines.
  • Provide technical guidance and advice to the in-country team in the selection of needs assessment tools and other critical technical planning for the needs assessment.
  • Provide active input toward developing strategy and activity design. This includes in-depth technical input on HSS and MNCH aspects of the design narrative and relevant support for input to the TOC, MEL aspects, line items for budget, recruitment documents, etc.
  • Help prepare technical sessions and participate in design workshop(s)
  • Provide recommendations to ADRA’s proposal team on the key relevant activities and the specific approaches to be included in the proposal.
  • Work in close collaboration with Health focal points from ADRA International and ADRA Nepal to develop, write, and finalize the technical narrative per donor instructions.
  • Participate in formal review sessions as needed.
  • Any other activities as required to support the quality submission of the proposal and agreed upon by both parties.

Qualifications:

  • Medical Doctor, midwife, or clinician with MPH, DrPH or PhD in public health or related fields. A non-clinician with strong primary health care (PHC) skills will be considered.
  • Minimum 10 years of experience in LMICs (Nepal, regional preferred) designing, leading, managing, implementing and evaluating large international health projects (USAID-funded is preferred), specifically with experience in the following areas: maternal health, newborn health, child health, PHC, HSS across all six building blocks, , and health policy.
  • At least seven years of direct experience providing thought leadership and technical assistance in MNCH at the global, national, and subnational levels in LMICs with experience preferred in Nepal.
  • Demonstrated team spirit and ability to work effectively within a small team, while also being able to reach out to and collaborate with others.
  • Demonstrated professional experience working in partnership with international donors and agencies, host country governments, partners and other relevant stakeholders.
  • Able to navigate in already established structures and show flexibility to adapt and take initiative.
  • Demonstrated ability to manage multiple activities simultaneously and work in a complex environment with teams whose members are physically located in different time zones and geographic areas around the world.
  • Results-oriented and able to produce high quality work under deadlines.
  • Excellent verbal and written English communications skills and the ability to organize and present information in a compelling way.

English fluency- spoken and written.
