1. Objetivo
El Consejo Noruego para Refugiados está en busca de un perfil apasionado por el trabajo humanitario y dispuesto a conformar un equipo, coordinar proyectos y apoyar el crecimiento de NRC. El titular del puesto tendrá bajo su cargo las responsabilidades de apoyo y asistencia legal para procesos de reasentamiento a personas con necesidades de protección, obtención del estatuto de refugiado, obtención de documentación civil y de identidad, y acceso al derecho de vivienda, tierra y propiedad. El rol del coordinador requiere una sólida capacidad para desarrollar planes de acción de actividades y presupuestos para lograr resultados.
2. Principales Responsabilidades
- Asegurar la implementación programática y presupuestaria de los proyectos de ICLA que NRC implementa en el Área de acuerdo a la estrategia del programa, los procedimientos internos y a los de los donantes.
- Asegurar la puesta en marcha de las actividades ICLA contempladas en los proyectos, por medio de la elaboración, seguimiento y actualización constante de planes de acción y planes de gasto, utilizando como referencia el Ciclo de Gestión de Proyectos.
- Responsabilidad técnica específica para el control de calidad y el monitoreo de las actividades de los proyectos ICLA, con el apoyo del/la PDM y Gerente de área
- Recolectar, analizar y mantener actualizada información sobre el contexto del Área, así como proveer análisis en cuanto a las necesidades y vacíos de la operación.
- Elaborar reportes periódicos sobre el estado de implementación del programa de acuerdo a las necesidades del Programa y del Área.
- Contribuir a la preparación de propuestas e informes a donantes de los proyectos en ejecución o culminados.
- Coordinar con los departamentos de finanzas y logística para analizar retrasos/obstáculos e identificar acciones relevantes para implementar las actividades ICLA a tiempo.
- Realizar evaluaciones de desempeño, y evaluar períodos de prueba y rendimiento del equipo ICLA bajo su supervisión.
- Facilitar las herramientas al equipo supervisado para la implementación, el seguimiento y el reporte de las actividades de los proyectos de ICLA que se implementan en el Área. .
- Retroalimentar, evaluar, promover y documentar mejoras técnicas, buenas prácticas, lecciones aprendidas y otras opciones para el desarrollo de programas.
- Coordinar con el departamento de seguridad para validar zonas de trabajo.
3. Competencias Profesionales
- Título universitario en Derecho**(Abogado)** o afines, estudios de posgrado son valorados positivamente
- Experiencia de manejo de equipos.
- Experiencia demostrable de al menos 4 años, en gestión de proyectos de apoyo legal y/o asistencia a migrantes y refugiados en contextos de alta vulnerabilidad, violencia y/o recuperación temprana.
- Resultados previos documentados en cargos de responsabilidad similar y manejo de presupuesto.
- Conocimiento del contexto operacional y de seguridad donde opera NRC.
- Excelentes habilidades para la expresión oral y escrita, se valorará el idioma inglés y manejo de lenguas indígenas.
- Experiencia en la provisión de información, orientación y asistencia legal,
- Experiencia en trabajo directo con población vulnerable y sensibilidad al conflicto.
- Capacidad de brindar respuesta inmediata a los casos identificados, gestionar información y elaborar informes.
- Conocimiento de la estructura del Estado y de la política pública para la atención de víctimas de violencia/personas con necesidad de protección internacional y el sistema de protección nacional.
- Conocimiento y experiencia en el manejo del paquete Office y bases de datos.
