Course Director, Mass-Casualty Management and Basic Emergency Care Training

As part of the Emergency Response Unit’s (ERU’s) wider program to support Mass-Casualty and Trauma Preparedness in Somalia, IMC is seeking the above consultant to help prepare and deliver trainings on:

WHO Mass Casualty Management Learning Program (MCM) – The WHO Academy has developed the Mass Casualty Management Program for frontline healthcare staff working in emergency units, including doctors, nurses, logistics support staff, management, and technicians. (Total of one session including a Training of Trainers (ToT) session)

WHO Basic Emergency Care Course (BECC) – The World Health Organization (WHO), in collaboration with the International Committee of the Red Cross (ICRC) and the International Federation for Emergency Medicine (IFEM), has developed the Basic Emergency Care (BEC) course for frontline providers who manage acute life-threatening conditions with limited resources. These may include students, nurses, prehospital technicians, clinical officers, and doctors who are working in field (pre-hospital) or hospital settings. (Total of two sessions including one Training of Trainers (ToT) session)

The consultant will work with the ERU training team to plan, develop, and deliver training sessions based on the above-mentioned courses and will assist in IMC capacity-building to deliver these courses.

The consultant will be responsible for:

Planning

  • Attending planning sessions with the ERU training team
  • Preparing and familiarizing with the subject matter and training methodologies
  • Adapting education sessions based on pre-existing educational materials developed by the above entities, in coordination with the ERU training team
  • Facilitating the design, editing, and contextualization of the training material as needed.
  • Developing needs lists and procurement plans for course supplies and equipment with the ERU training team
  • Developing the training and ToT rollout plan with the ERU training team
  • Aiding in the development of the instructor team, including evaluation of potential instructors to be hired by IMC, as well as ToT participants
  • Coordinating with country team to ensure appropriate participants are selected and registered for each training module

Implementation

  • Serve as the course director during the delivery of live education sessions and delivering live education sessions of the above courses
  • Lead the setup, maintenance, and demobilization of the training space as required
  • Deliver in-person lectures/trainings for up to 20 participants per session
  • Facilitate small group sessions
  • Answer questions from participants
  • Manage hands-on skills stations
  • Evaluate participant comprehension and progress and determine competency using pre-defined metrics
  • Oversee monitoring & evaluation activities of all course instructors
  • Provide written facilitator feedback for each training session

DELIVERABLES DESCRIPTION

  • Program Planning meetings: attendance and active participation in developing strategy and plans.
  • Educational materials: Adapted lecture slides, participant manuals, instructor manuals, schedules, certificates, and supporting documentation.
  • Supplies/Equipment: provide technical assistance with procurement planning
  • Training Plan: course schedule and course delivery structure.
  • Instructor Team development: review of potential instructors on the training team.
  • Training delivery: in-person technical leadership of training team, delivery of training sessions as part of the team. 1 session of MCMP and ToT and two sessions of BECC (one ToT)
  • Monitoring/Evaluation: development and delivery of course pre/post tests, self-efficacy surveys, course satisfaction surveys, and supporting data collection instruments as needed.

The consultant will meet regularly with the ERU training team starting in the planning phase to help shape the strategy, development, and delivery of these two programs. During these sessions, the consultant will lead on the adaptation of the program to the context, including all course materials, and provide technical assistance regarding the procurement of supplies and equipment. The consultant will work with the team over the course of these sessions to develop a delivery plan for these sessions, including the evaluation of potential instructors to aid in the delivery of these courses. The consultant will travel to the training area (Mogadishu, Somalia) for up to one month to prepare for and lead the delivery of these training sessions to be held in July/August 2023.

All materials created and expertise gained during this project should be shared with the ERU training team during the development and upon completion of this project.

Consultant Specifications

To perform this consultancy successfully, an individual must be able to perform each task with or without reasonable accommodation.

Qualifications

  • Degree in Medicine, Nursing, Public Health, or other health related profession required. Advanced degree preferably in Public Health desirable
  • Certification to deliver the WHO Mass Casualty Management Learning Program (MCMP) required
  • Certification to deliver the Basic Emergency Care Course (BECC) required
  • Extensive experience in the development and delivery of in-person training in low resource contexts required. Experience delivering educational programming in the designated geographical region desirable.
  • Experience delivering MCMP and BECC in low-resource settings required. Experience serving as a course director for the MCMP and BECC desirable.
  • Expertise in developing and delivering adult learning activities required. Expertise in leading educational teams desirable.
  • Professional fluency in English required; fluency in Arabic desirable.
