Location: Institutional Support and Program Implementation (ISPI) / Washington, DC Metro Area

Overview: IBTCI is seeking a Deputy Director – Special Projects to support an upcoming five-year United States Agency for International Development (USAID) Bureau for Global Health institutional support contract.

The Deputy Director for Special Projects will oversee the effective management of a portfolio of Rapid Response activities ensuring that assignments are aligned with programmatic priorities and objectives. The Deputy Director of Projects is responsible for the oversight and management of complex assignments and rapid response teams. The position involves direct staff supervision.

This position is contingent upon award.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Lead Rapid Response portfolio and provides management oversight for larger, more complex rapid response team assignments.
  • Create and maintain tracking tools and processes for project management of complex assignments and recruiting actions.
  • Develop and refine project assignment procedures and processes, as needed.
  • Ensure that all activities and assignments are completed in a high-quality, timely manner.
  • In collaboration with the Project Director, the Deputy Director – Operations and Finance, and members of the Senior Management Team, lead project reporting ensuring timely project deliverables (quarterly reports, annual reports, performance reports, etc.) and other documents/reports produced by the project.
  • In partnership with the Deputy Director – Operations and Finance, review, and approve the Project Close Out Checklists and ensure all necessary documentation is saved per record keeping requirements.
  • Supervise and coordinate the day-to-day work of Senior Project Managers and Project Managers.
  • Provide mentoring and professional development opportunities for Project Managers and as required, other project staff.
  • Provide input for performance appraisal of Senior Project Managers and Project Managers.
  • Provide guidance to Project Managers on problem-solving for programmatic and administrative issues with consultants or consultant teams.
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed.
  • Other duties as assigned

Qualifications

Minimum Requirements:

  • 8 years of professional work experience working on and managing complex donor-funded projects (i.e., USAID-funded projects preferred).
  • Strong working knowledge of AIDAR and FAR regulations and their practical application.
  • Familiarity with USAID/Washington and field program environments and operating procedures.
  • Strong leadership and interpersonal skills and demonstrated ability to manage and motivate teams.
  • Experience in administrative, procurement, hiring, recruitment, financial and logistical aspects of activity implementation with supervisory experience.
  • Demonstrated experience in strategic planning and using innovative approaches to solve complex problems.
  • Relevant experience leading diverse teams and demonstrated capacity in building staff skills and ensuring quality control of project deliverables.
  • Excellent oral and written communication skills in English.
  • Excellent customer service skills and client-focused management approach.
  • Mastery of word processing, spreadsheets, database, and graphics programs (Microsoft Office).
  • Ability to work in an appreciative, strengths-based environment and guide others in an appreciative approach.
  • Ability to travel internationally, as necessary.

Education BA/BS required; MA, MPH, MS, or equivalent degree preferred.

Preferred Knowledge, Skills and Abilities:

  • Familiarity with USAID technical support mechanisms that rely on contracting consultants.
  • Ability to work independently, guide teams, proactively anticipate work requirements, and creatively solve problems with client-focused approaches.
  • Committed to mentoring young professionals and facilitating cross-training of Project Managers and Project Assistants.
  • Overseas experience preferred.
  • Foreign language proficiency desirable.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: Ability to travel internationally, as necessary.

Work Authorization: Candidate must be authorized to work in the US.
