REQUEST FOR QUOTATION NOTICE REQUEST FOR QUOTATION FOR THE PROVISION OF Development of a sustainability road map for NRC’s KAAR production line in Syrian Refugee camps in Jordan Consultancy RFQ/JO/CO/23/025

NRC Jordan is seeking a consultant(s) to lead a process to develop a sustainable road map for NRC’s KAAR production line in Syrian Refugees camps over a realistic time period.

NRC Jordan registered with the Government of Jordan (GoJ) in 2012 and has experience providing services to Syrian refugees in Zaatari and Azraq camps since 2013, as well as to refugees of all nationalities and the host community in Irbid, Jerash, and Ajloun governorates since 2013, and in Mafraq, Amman, Zarqa and Balqa governorates since 2016. NRC Jordan programs in the following sectors: Education, Youth, Livelihoods, Information Counselling and Legal Assistance (ICLA) and Shelter.

Under NRC Jordan’s education core competency, NRC implements youth programming for female and male Syrian refugee youth, ages 16-32 years, in the Azraq and Zaatari camps. As part of NRC’s global strategy, complementing youth well-being, three structured pathways are offered including enhanced access to livelihoods, further education, and social engagement. Each pathway aims to empower youth to select the most suitable pathway for their future. Participants from the tailoring and carpentry vocational trainings, or those seeking enhanced access to livelihoods, are provided with certified national and international accreditation and age-appropriate life skills and psychosocial support services. The tailoring and carpentry vocational trainings consist of three separate three-month levelled courses with the first level focusing on skills acquisition, the second level continues with mentoring under an apprenticeship, and third level supports youth in work preparedness through on-the-job experience gained at NRC’s KAAR workshop production lines, kaar meaning “vocation” in the Syrian dialect.

Since 2018, KAAR has employed more than 500 youth who have produced and delivered products across Jordan and globally at the request of other NGOs and private entities. Heavily connected to NRC’s humanitarian interventions, KAAR is expected to follow NRC’s internal procurement policies with the income generated through product delivery used to support the purchasing of required materials for production and the paying wages of youth and IBVs overseeing the workshop’s success. NRC seeks a sustainable business model that can be conceived, tested and implemented to ensure KAAR’s progression towards a self-sufficient entity and the continuation of income-generating activities for Syrian refugee youth.
