People in Need (PIN) is a Czech-based international non-governmental organization (NGO) that has provided humanitarian and development assistance across more than 20 countries since 1992. About the Iraq Programme of People in Need:
PIN began its work in Iraq in 2003, mainly in response to deteriorating humanitarian situation in the country and massive displacement of people from conflict-affected areas. Since then, PIN has maintained a strong presence in Iraq. Apart from humanitarian aid, PIN is currently working on long-term programmes supporting restoring livelihoods, education, climate change adaptation and civil society & good governance programming (CSIG).
About the role:
The Finance and Administration Manager is a member of the country programme senior management and together with the Country Director (CD) shares responsibility for the effective and efficient delivery of People in Need’s (PIN) country programme. Specifically, the role of the Finance and Administration Manager is to manage and improve the support systems and operations required to achieve this objective comprising of the Finance, Human Resources (HR) and Administration departments. In performing this role, the Manager also ensures an enabling environment for the implementation of the country programme, while maintaining operations and systems that meet with the accountability requirements of PIN and its donors.
Main Duties & Responsibilities:
Strategic Leadership
· assists the CD in the management of the country programme, participates in the senior management meetings, and pro-actively takes part in the decision-making processes;
· ensures that Finance, HR, and Administrative operation support the implementation of the country programme strategy and that procedures and regulations are implemented in full transparency and in accordance with donor and PIN rules;
· is responsible for adequate staffing of all supervised departments in order to achieve efficient delivery of People in Need’s (PIN) country programme.
Quality & Risk Management
· ensures PIN policies and guidelines (except specific programme guidelines) are known and respected;
· in cooperation with CD, prepares contingency plans, manages risks and coordinates risk mitigation measures.
Finance Management
· is responsible for country programme budget, mission coverage, financial tools management, and cash flow;
· Oversees budget of support departments, improve needs planning and coordination, and contribute to planning needs for new projects with regards to support departments;
· supports the implementation of Partnership strategy.
Ensuring external and internal compliance
· all obligations towards local authorities (annual audit, annual reports, fiscal financial reports etc.) are respected and met in a timely manner;
· Is responsible for setting up financial, HR and administrative systems and procedures compliant with internal requirements as well as country specific regulations, and staff´s adherence to them;
· coordinates external audits carried out at country programme level and assists for HQ audits.
Management of Human Resources
· supervise the process of internal and external recruitment of national staff;
· serves as focal point in regards to national labour law and ensures its compliance with National Staff Handbook and PIN Internal HR procedures;
· supports the implementation of in-country induction for both international and national staff;
· ensures that HR administration systems are operating properly.
Main requirements:
· University graduate (or similar study programmes)
· Education or previous work experience in finance, business, accounting, procurement, logistics preferred
· English language (B2 level minimum)
· Ability to coordinate and communicate clearly with different groups of people and to respect different cultural backgrounds
· Ability to work independently and effectively
· Ability to deal with complex compliance agenda
· Analytical skills and systematic approach
· Responsibility, ownership, proactive approach, flexibility
· Strong training/coaching skills
· Keen eye for details and passion for working with numbers
· Advanced Excel skills
· Experience with project management is welcome
· Knowledge of SAP, MS Dynamics Nav or other ERP is an advantage
· Keen to learn

· Salary & Benefits: Salary based on PIN’s salary scale and HR policies; expected salary range between 2650 – 2850 EUR/month super gross (based on experience).
· Additional allowances include:
– Monthly Subsistence Allowance of 1395 EUR/month;
– Accommodation provided by PIN in shared accommodation

– 25 days of holiday annually;

– Reimbursement of a flight ticket outside Iraq for every three months spent in the duty station;
