Background

The iMMAP Global Surge Team is announcing the launch of the GIS roster to complement the already established IM roster. During this process you will be assessed on your GIS capabilities in order to eventually join a pool of pre-assessed and validated candidates who can then apply for GIS roles with 11 UN organisations via the Standbye Partnership Program (SBP). Validated candidates will be added to the roster candidate pool and notified by email when positions become available. Candidates will have the opportunity to express their interest in positions announced through the roster pool, according to their availability. Please note that this announcement and acceptance to the roster pool is not a guarantee of a role with iMMAP. Candidates will be selected based on their suitability and experience required for the position. Candidates could be deployed at duty stations across the globe.

All shortlisted candidates applying to the roster will undergo a technical test and interview, followed by a reference check. Once accepted to the roster, candidates will not need to undergo any further assessment, unless the roles and responsibilities of the position announced to the roster candidate pool vary significantly to those covered within the roster position’s terms of reference. Upon acceptance to the roster, candidates agree for their CVs to be submitted within project proposals and will be pre-notified by iMMAP in this case. Upon successful award of contract, these candidates will be given priority, according to their availability.

GIS Officers will be required to support implementation of projects related to developing new GIS capacity, tools, and systems, for project partners. iMMAP supports project partners to improve their information management processes and procedures to support operational planning and decision-making. This includes conducting needs assessment to identify gaps in partner’s existing information management systems to support new tool design and understand existing GIS capacities. iMMAP supports data cleaning and processing of existing datasets, as well analysis and visualization to turn partners’ data into actionable information for key decision-makers. GIS tools, such as ArcGIS and QGIS, support data processing, analysis and visualization through creation of interactive web maps, dashboards, web applications, story maps and other information products. Training packages developed and delivered to partners, as well as on-the-job training and technical support, supports partners’ to improve their GIS procedures, as well as capacity in new GIS tools.

This is not a full time position. Once you join the Global Surge Roster of iMMAP you will be able to receive notifications for deployment opportunities (remotely or in-country based assignments, depending the on request) to which you can express your interest and availability to deploy.

Your membership in iMMAP’s Global Surge Roster has a limited duration to 24 months (2 years) which is automatically extended for the same duration, in case you undertake at least one deployment within the 24 months.

Description of Duties

  • Conduct assessment of the existing partner datasets and identify requirements for data cleaning and engineering.
  • Conduct key informant interviews with data management staff and end users.
  • Manage and maintain geospatial datasets, ensuring robust archiving system.
  • Develop a framework for the GIS system, based on the needs and requirements identified during the assessment.
  • Identify key performance indicators and type of analysis to be performed on the data.
  • Support setup of ArcGIS online portal, including the creation and management of user accounts, configuring the online portal settings, security settings and user privileges, as well as managing the organizational content for end users within the portal gallery.
  • Support partner in ArcGIS portal management, maintenance and administration, including data back-up.
  • Create symbology library, map layers (including features and attribute tables), standardized map and dashboard templates.
  • Draft technical documentation to document the GIS system development process.
  • Build interactive web maps, dashboards and web applications.
  • Implement remote sensing products.
  • Remote sensing data analysis.
  • Develop geoprocessing models to automate GIS workflows using programming and/or model builder applications.
  • Support development of GIS training materials and deliver GIS-related trainings for project beneficiaries.
  • Provide on-the-job training and technical support to support GIS-related work of project beneficiaries.
  • Follow-up of partner staff following training workshops to assess uptake of new skills and identify additional training needs.
  • Develop standard operating procedures and user guides for GIS-based systems.
  • Support to draft project progress reports.

Requirements

Education

  • Graduate of an Institute or University in the field of Information Technology, Information Management, Geomatics or GIS, or Computer Sciences, or similar field.
  • At least 5 years of working experience with GIS.
  • Experience in the humanitarian field is an advantage.

Experience

  • In-depth knowledge of database and GIS software, and computer networks
  • Good knowledge of related hardware and peripheral equipment.
  • Experience in humanitarian information management, GIS, database management, data visualization, or data analysis is a strong advantage
  • Understanding data QA/QC processes for information management are essential.
  • Hold advanced skills in MS-Access and MS SQL Server.
  • Experience in configuration of ArcGIS Enterprise geoportal would be an advantage.
  • Good knowledge of programming theory and relational database principles would be an advantage.
  • Programming skills in Python and/or JavaScript or Model Builder applications would be an advantage.
  • Good knowledge of Remote Sensing is an advantage.
  • Knowledge and experience with remote sensing tools such as ERDAS – ENVI – SAGA – GRASS – ILWIS – Global mapper are an advantage.
