Context:
Under the overall supervision of the Chief of Mission (COM) and direct supervision of the Head of Sub-Office (HSO) based in Cotabato, Philippines the successful candidate will be responsible for providing overall administrative oversight of the satellite office in Marawi City, Philippines and contribute to the implementation, oversight and coordination of various IOM humanitarian, development and/or peacebuilding programmes in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and its neighbouring areas, more specifically in the provinces of Lanao del Norte and Lanao del Sur.
Core Functions / Responsibilities:
1. Provide strategic support, analysis, and technical input to the HSO and COM on the administration of the Satellite Office.
2. Coordinate with HSO and relevant Programme Coordinators and direct the overall implementation of the programme in the Area of Responsibility in a regular and timely manner, being primarily responsible for the administrative and technical oversight of the project activities, in line with IOM’s policies and practices as well as donor requirements.
3. Establish partnerships and maintain working relationships with relevant interlocutors (including government line ministries, CSOs, UN agencies and other stakeholders) on programme implementation, facilitating information exchange and programme cooperation, as well as promoting IOM-implemented initiatives.
4. Monitor, supervise and train the assigned staff in planning and executing operational, procurement and logistics, human resources, administrative, budgetary and financial management in line with IOM’s rules and procedures and in close coordination with the HSO and National Resource Management Officer.
5. Oversee and manage the performance of various units and teams, train, guide and provide feedback to ensure safe, effective and coordinated programme implementation.
6. Within the Area of Responsibility, manage financial/budgetary planning, exercise quality control over all procedures and documents and ensure proper follow up as necessary.
7. Drive the development of reports, presentations, talking points, and briefings and ensure visibility of programme activities of the Satellite Office.
8. Contribute to identifying challenges and opportunities in strengthening and expansion of IOM’s presence and operations in the area and take part in project development efforts to complement or expand existing projects and/or for new project initiatives in related fields in close coordination with the Cotabato HSO and the COM.
9. Represent IOM in any events, initiatives, meetings, or other fora that are institutionally and/or programmatically relevant to IOM’s presence and profile in the area of responsibility.
10. Provide regular feedback and bring to the attention of the HSO and relevant Programme Coordinator of projects which are not meeting timelines or where quality standards are not being met and provide recommendations for improving the existing quality control system.
11. Regularly update the HSO, formulate and implement strategic measures to address emerging issues and challenges in administration of the Satellite Office in coordination with HSO and COM.
12. Ensure all reports and administrative activities in the Area of Responsibility are submitted to Resources Management Unit in the Sub-Office timely and accurately following IOM policies and procedures.
13. Provide administrative support and guidance, in close coordination with HSO and line managers of each programme, to ensure compliance to IOM Standards of Conduct, policies and procedures for Preventing and Responding to Sexual Exploitation and Abuse, and frameworks on Accountability to Affected Population (AAP), Do-no-Harm and Conflict Sensitivity.
14. Undertake duty travels in support of the programme and perform other duties that may be assigned.
15. Perform other duties as may be assigned.
Required Qualifications and Experience
Education
- Master’s degree in Political or Social Science, International Relations, International Development, Migration Studies, Peace and Conflict Studies, Public Administration, or a related field from an accredited academic institution with minimum two years of relevant professional experience; or
- University degree in the above fields with minimum four years of relevant professional experience.
Experience
- Experience in managing humanitarian, development and/or peacebuilding programmes and capacity-building activities with the UN, Government and INGOs.
- Experience in liaising with governmental authorities as well as with national and international institutions.
- Experience in project development, reporting, management, planning and implementation, research, and policy formulation.
Skills
- Demonstrated ability to supervise, train and motivate staff in a multicultural team environment.
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Knowledge of UN and bilateral donor programming.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge in any Mindanao languages.
