Health Technical Lead– Lebanon Crisis Response

Program Summary:

Project HOPE is providing humanitarian assistance to the conflict-affected population in Lebanon. The current response portfolio focuses on Health, Mental Health, Protection, and WASH programming through Project HOPE programs and partnerships.

This Consultant role will be based in Lebanon. Local Nationals only.

Candidates will be expected to work in the Baalbek and South Governorates.

This is a part time position.

Time Commitment is from June 15, 2025- November 30, 2025

POSITION SUMMARY:

Project HOPE is seeking an experienced and dynamic healthcare professional to join our Lebanon Country Response team for the role of Health Advisor. As Health Advisor, you will provide strategic and technical oversight and support to Primary Healthcare Centers (PHCC) including technical support on the Ministry of Public Health’s healthcare packages (LPSP), guidance on community health outreach activities, and management of the health programs and the LPSP at the PHCC and community level. You will work in collaboration with the Project HOPE’s country and regional teams and PHCC staff in the clinic to deliver high-quality health services to the targeted beneficiaries. Responsibilities could include monitoring service quality, ensuring that all staff are trained and well-supported, pharmaceuticals and other medical supplies are properly managed and utilized. The extent of these responsibilities will be dependent on the Lebanon evolving context and the needs of the Project HOPE team.

PRINCIPAL RESPONSIBILITIES:

The Health Technical Lead is expected to approach their engagement with a positive attitude and be willing to support the needs identified for the response.

Below is a list of tasks that Health Advisor is expected to be able to support. Medical responsibilities will be based on their licensed and credentialed specialty area as a doctor and will only be able to participate in the context of that position.

  • Clinical Oversight: Supervise and support PHCC staff in delivering high-quality primary health care, ensuring adherence to established MoPH protocols and standards and contribute to clinical decision-making, and provide expertise in medicine.
  • Capacity Building and Training: Ensure that guidance and capacity-sharing to healthcare workers at the PHCC is prioritized, taking into consideration the evolving context within the community, international recognized medical protocols, cultural competency, and effective communication to strengthen local capacity.
  • Logistical Support and Resource Management: Work closely with logistics teams to ensure the medical supplies and equipment meet WHO & MoPH standards and manage resources efficiently to support medical interventions in challenging environments.
  • Documentation and Reporting: Oversee the maintenance of accurate and timely reporting on PHENICS and contribute to comprehensive situation reports for internal and external stakeholders, in collaboration with MEL focal point at the country team.
  • Rapid Medical Assessments: Conduct rapid health assessments to identify and prioritize medical needs within the affected population to support response strategy.
  • Public Health Interventions: When relevant, contribute to public health measures, including vaccination campaigns, disease surveillance, and health education.

The Health Technical Lead will also be expected to support other duties as assigned. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all-inclusive.

MINIMUM QUALIFICATIONS:

  • Medical degree with experience in general/family medicine or a related field.
  • Registration in the Doctors’ Union
  • Proven experience in managing healthcare teams.
  • 5-7 years’ experience in the medical field.
  • Previous NGO experience highly preferred.
  • Has the ability to identify and analyze opportunities that contribute to strategic aims, translate them into practical plans, and implement them.
  • Has developed strong working relationships with actors in the emergency response sector.
  • If responsible for training, has organized trainings for large group with multiple actors and stakeholders.
  • Ability to work in challenging and resource-limited environments.

  • Must be positive, flexible, compassionate, and a team player.
