Legal Specialist for Legal Reform Program in Uzbekistan

The USAID-funded Legal Reform Program in Uzbekistan, implemented by Tetra Tech International Development (www.tetratech.com/intdev), is currently accepting expressions of interest for a Legal Specialist.

Reporting directly to the Chief of Party, the Legal Specialist will serve as a member of the Legal Reform Program team, communicating and advising on legal education matters. This is a long- term position, based in the main office in Tashkent, Uzbekistan.

Responsibilities:

* Support national partners in preparing handbooks, manuals and guidance on different legal issues and legal education of legal practitioners, in ensuring the sustainability and effectiveness of legal education of legal practitioners, etc.;

* Support the development of distance learning education programs for legal practitioners based on best international practices and innovative approaches;

* Assist in designing and implementing training and professional development programs for legal practitioners;

* Assist in developing capacities of national partners by providing technical assistance to officials and legal professionals;

* Prepare reports on capacity building and bolstering the skills of legal practitioners and related activities;

* Support in drafting, updating and regularly reviewing LRP work plans related to cooperation with the Chamber of Advocates, Lawyers’ Training Center, the Office of Business Ombudsman, the Intellectual Property Department of the Ministry of Justice and the Center for Professional Training of Lawyers under TSUL;

* Collect global best practices for relevant national stakeholders and ensure their incorporation into LRP implementation;

* Attend meetings with national partners and international partners, aimed to discuss issues related to legal education;

* Other duties as assigned by the COP.

Qualifications:

* Bachelor’s degree (or the equivalent) in law.

* At least 4 years of experience in legislative drafting, alternative dispute resolution, commercial law matters.

* Demonstrated expertise in legal reform and commercial and civil law, preferably in Central Asia.

* Prior experience with USAID, INL, or other donor-funded projects preferred.

* Ability to work in an ambiguous and rapidly developing environment, must be comfortable with a constant change of local partners, and multiple, competing priorities.

* Fluency speaking, reading, and writing in Uzbek, English and Russian.
