Position Overview

Pact seeks an experienced Capacity Development (CD) Lead for the Centers for Disease Control and Prevention’s (CDC) Comprehensive High Impact Community Based HIV Prevention, Testing, and Treatment Initiation for Sustained Epidemic Control in Lesotho under the President’s Emergency Plan for AIDS Relief (PEPFAR). This project targets HIV prevention, case finding, linkage to care, and continuity in care among at-risk groups through a strengthened HIV response at the community level. This is anticipated to be a five-year activity. This position is contingent upon award.

The CD Lead will provide technical leadership and oversight of the project’s strategy to strengthen local partners’ management and technical functions through the provision of high-quality, demand-driven, and tailored support services. S/he will be responsible for the coordination and articulation of CD activities to local partners across a diverse array of geographies, HIV program areas of focus and capacities towards achieving results. S/he will facilitate assessments, provide direct support, and coordinate the provision of support to local partners. S/he will develop a CD service provision framework among Lesotho non-governmental (NGOs) and community-based organizations (CBOs), including youth- and women-led organizations, to further advance Lesotho’s progress towards HIV epidemic control.

Key Responsibilities

• Lead the development and implementation of the project’s comprehensive CD strategy to strengthen the organizational and technical capacity of local partners in community-based provision of HIV services and referrals and coordination of the HIV response with health facilities and government structures.
• Manage the development, implementation, monitoring and reporting of all project activities concerning CD.
• Lead the technical and contextual adaptation of Pact’s organizational assessment tools and supervise or directly implement baseline and follow-up assessments.
• Oversee the development, implementation and monitoring of Capacity Action Plans (CAPs) for each local partner to ensure achievement of expected outcomes.
• Collaborate with project staff who will participate in conducting assessments, creating CAPs, delivering direct support services, and providing ongoing mentorship to local partners.
• Ensure high-quality technical programming through participatory methodologies, co-creation, and contextualization, per Pact’s capacity development overarching principles, approaches, and tools.
• Foster strong collaboration and coordination with the grants management team to integrate CD and subaward monitoring processes and to ensure that capacity development is incorporated into subawards, as appropriate.
• Manage and maintain updated programmatic data in Pact’s Capacity Solutions Platform and the project’s imPact site in close coordination with the M&E Lead.
• Support knowledge management, linkages and exchange of learnings and best practices in CD across program activities and project teams.

Basic Requirements

• Master’s degree in a relevant field including organizational development, social sciences, education, or public health.
• At least six (6) years of experience in civil society strengthening, governance, and/or community mobilization, preferably in the context of HIV programming.
• Excellent grasp and demonstrated experience in participatory CD methodologies.
• Demonstrated experience in strengthening the organizational and technical capabilities of civil society organizations.
• Familiarity with PEPFAR programming is a plus.
• Excellent facilitation, training, and mentoring skills in a variety of organizational development and technical topics.
• Ability to develop and maintain strong relationships with civil society partners and other strategic stakeholders in government and private sector.
• Proven ability to manage a team, set realistic priorities, and plan for the successful implementation of activities.
• Strong written and oral communication skills, including presentations and preparations of written reports.
• Proven program leadership, management, project planning, organizational, interpersonal, and communication skills.
• Experience in Southern Africa, preferably in Lesotho
• Fluency in English (excellence in oral and written communication)

Preferred Qualifications

• Supervisory experience.
• Experience implementing USG-funded programs in Lesotho.
• Knowledge of the political, social, and economic context of Lesotho.
• Broad understanding of public health, health systems, and health policy and practice in Lesotho, particularly as relates to HIV.
• Experience working with community-based organizations in Lesotho.
