WFP opened a Caribbean office in 2018. The WFP Caribbean Multi-Country Office (MCO) covers 22 countries and territories in the English and Dutch-speaking Caribbean, and the primary work is on capacity-strengthening for emergency preparedness.
The Caribbean region comprises many Small Island Developing States (SIDS) that share common constraints and challenges in pursuing sustainable development. The region is increasingly exposed to climate-related risks such as rising sea levels, air and surface temperatures; tropical cyclones; and changing rainfall patterns.
The Bahamas, Belize, Dominica, Grenada and Haiti rank among the 30 countries worldwide most affected by weather influenced disasters. In the last two years alone, three category V hurricanes – Maria, Irma and Dorian – have impacted multiple countries and territories across the Caribbean. WFP’s Caribbean Emergency Preparedness & Response (EPR) strategy is designed to address identified gaps in response capacity, improve regional and national preparedness and strengthen systems to deliver rapid and appropriate assistance to shock affected populations.

Logistics Officers will provide expert advice and substantial contributions to the integrated supply chain operations. They will lead and support supply chain operations, to ensure a practical and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners in the Region.
The office provides logistics and technical support to Countries and Agencies in response to natural disasters. The staff in the Barbados Multi-Country office are on standby to deploy anywhere in the Caribbean within 48hrs of any request. You should be comfortable working in conditions that can be challenging if deployed.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute to developing logistics plans and processes to ensure compliance with broader logistics policies and WFP standards.
2. Support or manage logistics projects or operational activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
3. Collect and analyse data through research and networking with colleagues to make recommendations to senior staff to improve the performance of local logistics operations.
4. Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimize the use of available funds.
5. Contribute to consolidation and preparation of operational pipeline planning and to the management of functional aspects of the supply chain (procurement, shipping, port operation), including checking document and customs clearance readiness, loading and discharging operations and contracting of applicable transport, warehouse and any relevant logistics services.
6. Contribute to the supply chain by providing technical support and guidance to other CO units/services and divisions, particularly for emergency response.
7. Guide and supervise more junior staff, acting as a referral point and supporting them with more complex analysis and queries.
8. Collate data and contribute to preparing accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a WFP-wide view of logistics activities that enable informed decision-making and consistency of information presented to stakeholders.
9. Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g., through the design and review of training materials).
10. Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
11. Follow emergency logistics preparedness practices, participate in the preparation of CO Logistics Capacity Assessment (LCA), and ensure WFP can quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
12. Participate in the ongoing review of internal processes and procedures and identify ways to increase efficiency.
13. Deploys to support regional training and emergency response activities as required/directed.
14. Other tasks and responsibilities as required/directed.
STANDARD MINIMUM QUALIFICATIONS
Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or another related field, or, First University degree with additional years of related work experience and/or training/courses.
Level I Consultancy: Three (3) to five (5) years of relevant professional experience.
Level II Consultancy Minimum six (6) years of relevant experience with a master’s degree or 10 years’ experience with a bachelor’s degree.
Fluency in English. Intermediate knowledge (level B) of a second official UN language: Spanish or French, is highly desirable.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Knowledge and Skills:
Previous experience with the United Nations will be considered an asset, especially experience with multi-donor, global and thematic funds.
Experience in Supply Chain Management, Planning and Organization, Problem solving, Negotiation, and Effective Communication.
Professional experience is desired (but not required) in one or several of the following areas:
•Commercial or humanitarian transportation sectors.
•Monitoring and reporting on transport and freight market conditions and trends.
•Dealing with shipments and clearing imports/exports with customs officials.
•Coordinating procurement and transportation processes with other units/teams.
•Warehouse and commodity management. Working with corporate systems (ERP and WMS databases, MS Office software).
•Humanitarian assistance and/or development work of the United Nations or other international governmental or non-governmental organisations.
