El Consejo Danés para Refugiados (DRC por sus siglas en inglés) es una de las principales ONG humanitarias del mundo, que trabaja en más de 40 países para proporcionar asistencia adecuada con un enfoque basado en derechos para los refugiados, solicitantes de asilo, los desplazados internos, repatriados y migrantes. DRC ha estado presente en Colombia desde 2011, pero 2018 amplía sus operaciones en respuesta a la crisis venezolana. Actualmente DRC Colombia implementa una respuesta humanitaria centrada protección para refugiados y migrantes venezolanos y colombianos retornados en ciudades de Colombia como Riohacha, Barranquilla y Bogotá, actualmente también incorpora actividades en el municipio de Barbacoas y en Norte de Santander.
Acerca del trabajo:
El Oficial de Cadena de Abastecimiento es responsable de todas las adquisiciones de bienes y servicios, almacenamiento, transporte de bienes y personas, gestión de flotas de vehículos y apoyo logístico general al programa en Bogotá, de conformidad con el marco interno de Danish Refugee Council – DRC y las regulaciones impuestas por los donantes.
Responsabilidades:
ADQUISICIONES Y ADMINISTRACIÓN
- Asegurar el cumplimiento de los procesos de compra requeridos para el adecuado funcionamiento de las operaciones de DRC Bogotá.
- Elaborar y gestionar los acuerdos marco necesarios para la base.
- Validar la integridad documental de los procesos de compra según los requerimientos de los donantes.
- Colaborar con los equipos de programa para la planificación local de las necesidades de compra y logísticas de los programas de DRC.
- Generar seguimiento y trazabilidad de las solicitudes de compra.
- Coordinar con la unidad de finanzas para la oportuna ejecución de los pagos.
- Participar y ayudar en la implementación del ERP (DRC Dynamics).
- Almacenamiento de suministros de la oficina o Apoyar a la organización en ejecución de auditorías externas, internas y solicitud de información de donantes.
GESTIÓN DE ACTIVOS FIJOS
- Controlar, registrar y dar seguimiento de los activos fijos de la oficina de Bogotá.
- Realizar inventarios y llevar el control detallado del inventario general de Bogotá.
- Implementar procesos de registro, control, seguimiento y verificación de los elementos del programa asignados al personal y a los logísticos de base.
GESTIÓN DE FLOTA
- Asegurar el cumplimiento de los procesos de gestión de flota de DRC en Bogotá.
- Garantizar la disponibilidad de los vehículos para las operaciones de programa.
- Coordinar las revisiones periódicas y mantenimiento de los vehículos utilizados en las operaciones de DRC en Bogotá y reportar cualquier falla.
- Controlar el uso y consumo del combustible de la flota de la oficina local.
- Realizar inducción, capacitación, seguimiento y retroalimentación al equipo de conductores.
SEGURIDAD
- Asesorar al Área Manager y Gerente de Soporte en las dinámicas sociales locales, de acuerdo con la operatividad en los desplazamientos de la flota.
- Asegurar el cumplimiento de las normas locales en la base, en conjunto con el Gerente de Servicios de Soporte.
- Realizar seguimiento de los Incidentes y la criminalidad en el área de intervención.
- Backup como Punto Focal de Seguridad en coordinación con el Gerente de Soporte, Área Manager y el equipo de Seguridad.
Experiencia mínima requerida y competencias.
- Mínimo 2 años de experiencia en logística humanitaria, adquisiciones, transporte y distribución, almacenamiento y gestión de stocks.
- Buena comprensión de las normas y regulaciones de adquisiciones de los principales donantes internacionales
- Máximo nivel de respeto e integridad en el trato con proveedores
- Capacidades analíticas
- Orientación a la resolución de problemas
- Capacidad de trabajo bajo incertidumbre
- Conocimiento y manejo de módulos de compras y logísticas en ERPs
- Excelente habilidad en MS Word, Excel y PowerPoint.
Educación requerida:
Título Universitario pertinente en logística y / o gestión de la cadena de suministro o cualificación profesional equivalente.
Idiomas:
Inglés-Intermedio
