1. Purpose of the Assignment

We are seeking an experienced Lead Proposal Writer to coordinate and produce a high-quality, competitive funding proposal for an upcoming institutional donor opportunity. The selected consultant will lead the writing process, working closely with our technical, programme, and MEAL teams, as well as external partners, to ensure the proposal is coherent, persuasive, and fully aligned with donor requirements.

2. Key Responsibilities

• Serve as the lead author for the full proposal package, ensuring clarity, logical flow, and a compelling narrative.
• Facilitate and consolidate inputs from technical specialists, field teams, and partners into a cohesive proposal.
• Ensure the proposal reflects evidence-based programming, realistic implementation plans, and measurable results.
• Align the document with donor guidelines, evaluation criteria, and compliance requirements.
• Coordinate with internal reviewers for quality assurance, ensuring consistency in tone, structure, and language.
• Manage timelines, version control, and submission preparation.

3. Required Qualifications & Experience

• Proven track record in leading and writing winning proposals in Myanmar for institutional donors (e.g., UN agencies, World Bank, EU, USAID, DFAT, etc.).
• Strong ability to translate technical inputs into a clear, compelling, and strategic narrative.
• Demonstrated skills in logical frameworks, results-based management, and donor compliance.
• Excellent project management and coordination skills, with the ability to work under tight deadlines.
• Exceptional English writing and editing skills; experience working with non-native English speakers is an advantage.
• Experience in community resilience or development sectors; familiarity with multi-sector, community-based, and local governance programming is preferred.
• Proven ability to work collaboratively with multidisciplinary and multicultural teams.

4. Deliverables

• Final donor-compliant proposal package, ready for submission.
• Annotated revisions and feedback incorporated during the drafting process.
• Brief handover document summarizing key content, rationale, and any follow-up actions.
