Aim of the position: To manage an 18 months project financed by AICS Lebanon in the Education and Child Protection sector, according to the donor rules and AVSI procedures. The Project Manager is responsible for the supervision of the technical team assigned to the action. She/he will coordinate with the members of the other departments in order to establish an effective implementation of the project, monitoring system, to harmonize tools and methodologies in all the project areas, to set up standard operational procedures.

Main tasks and responsibilities:

Planning and managing the program’s resources

  • Design activity overall, quarterly and monthly plans, supervise their implementation and propose updates and amendments as needed either in relation to direct or indirect implementation;
  • Budget management in coordination with the Operations and Finance department including budget forecast and follow up;
  • Correctly implement the Donor’s and AVSI administrative and financial procedures ensuring compliance with the support of AVSI Operations;
  • Support project staff and partners in activities’ implementation and problem-solving;
  • In coordination with the HR department:
    • Support the development and human and professional growth of staff,
    • Make sure the HR policies are correctly shared implemented and refreshed,
    • Support the recruitment process of the project staff needed,
    • Participate in the HR planning and appraisal system,
    • Facilitate the organization/implementation of trainings organized by the AVSI, WGs, donors, Ministries, etc. for the staff.

Reporting

  • Draft and get approval of the interim narrative and financial reports as requested by the donor (annual and QIN) and AVSI;
  • Provide regular reporting to Program and Operations;
  • Ensure timely correct reporting to Sector or Interagency (e.g. activity info, etc.) in collaboration with the MEAL department;

Monitoringquality

  • Contribute to the overall process of coordination, harmonization and learning and sharing process of the project consortium;
  • Monitor the implementation of work plans directly, through regular visits to project sites of activities;
  • Implement the Program’s monitoring system in collaboration with the M&E;
  • Ensure accountability standards towards beneficiaries and stakeholders are met, in line with AVSI Accountability SOPs;
  • Organize regular meetings at area level with the educational team;
  • Ensure Child Protection and inclusion principles and standards are met;

Coordination

  • Support the consortium and AVSI to maintaining and developing the relationship with the Donor, including:
    • Attend/organize and facilitate field visits,
    • Provide information and documentation to the Donor/consortium when requested,
    • Coordinate with other (I)NGOs and different stakeholders in the target area,
    • Participate to the donor coordination mechanisms providing positive inputs,
  • Call for and lead regular project meetings and share main action points with the Head of Programs;
  • Participate in the:
    • AVSI Management meeting
    • Project progress meeting
    • Education coordination and education systematic meeting
    • Thematic coordination meetings at national and regional level

Other

  • Contribute to AVSI strategic planning, by detecting needs on the field and proposing new interventions accordingly;
  • Participating in new proposals writing (with a focus on Education and CP sectors, but not limited to if requested);
  • Collaboration with the Communication Department with regular updates and documentation (written, photographic, video etc.);
  • Ensuring visibility according to AVSI and donor plan;
  • Perform other duties within area of responsibility, as requested by the supervisor;
  • Given the nature and function of AVSI Lebanon as AVSI MENA hub, and on request, and in case of need; to collaborate with the regional structure in Lebanon / MENA.

Essential requirements:

Education:

BA in Education, Management, Social Sciences or similar fields, attained no later than 2015

Work experience:

5 years of professional experience in a similar position within international NGOs (in particular emergency intervention in developing countries), with proven experience in dealing with international donors, local authorities and local partners.

Required skills and experiences:

Hard Skills:

Excellent knowledge of Excel and outlook package;

Solid knowledge of the Project Cycle Management;

Experience in new proposals development/writing (preferably with AICS, EU, UN Agencies);

Strong reporting skills;

Previous experience as project(s) budget holder.

Soft Skills:

Strong internal and external coordination and representation skills;

Solid organizational skills, being able to prioritize tasks and managing the project team;

Strong communication skills and cross-cultural sensitivity;

Critical thinking;

Ability to work in a team and motivate the people working with;

Willingness to travel within the country (a valid driving license is required).

Additional skill and\or experience (optional):

Knowledge of AICS procedures and previous experience in managing AICS emergency projects is a strong asset.

Previous work experience in Lebanon and/or in the Education and CP sector is considered an asset.
