The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs founded in Denmark in 1956. DRC has provided humanitarian assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine, Kachin, and Northern Shan. In 2012, waves of inter-communal violence swept through Rakhine, forcing approximately 140,000 persons to flee their homes and take refuge in IDP camps spread across the state. DRC activities target these IDPs, as well as other local vulnerable populations such as host villages and isolated villages. DRC implements a multi-sector response, including Camp Management, GBV, Child Protection, General Protection, Economic Recovery, and WASH activities.

DRC Myanmar is funded by ECHO, SDC, DANIDA, DFAT, USAID, SIDA and UN agencies, including UNHCR, UNICEF, UNOPS and UNFPA.

To strengthen DRC’s Programme, DRC is looking for a highly motivated and capable candidate to fill the position of Protection Specialist (1 Post).

Reports to : Head of Programme

Technical Line Supervisor : Protection Coordinator

Overall purpose of the role:

Ensure the quality of DRC protection programming including through technical supervision provision for Protection Managers and Protection Specialists, development of tools including SOPs, support for project design and regular comprehensive capacity building for protection and non-protection staff, with support from the Protection Coordinator. Act as Protection and Age Gender Diversity (AGD) focal point for the organization (alongside other AGD focal points).

Geographic scope: Area (Myanmar)

This role has a country-wide focus and ensures compliance with DRC’s protection guidelines and principles in all areas of operation. The role provides support and technical guidance to area-level operations, and works closely with protection teams in Rakhine, Kachin, and Northern Shan to ensure provision of technical support.

Specific duties and responsibilities

Technical support and guidance

  • The protection specialist will provide technical support to protection and IM colleagues on protection monitoring and analysis, using protection information management principles and tools as well as Community Based Protection, General Protection Case Management, Psychosocial Support and Individual Protection Assistance.
  • Supports the Protection Coordinator, including leads on, the development of relevant tools including technical guides and SOPs and ensuring protection teams follow Standard Operating Procedures (SOPs).
  • Conducts regular PIM quality checks and supports Protection Coordinator improving the overall quality of the protection analysis through review and updating of tools and processes.
  • Identifies gaps in relation to the overall implementation of protection programming and identified and enacts solutions to address gaps.
  • Regular delivery of technical trainings and capacity building initiatives including but not limited to protection monitoring and Protection information Management, protection and AGD mainstreaming, community-based protection, Protection Case Management, Psychosocial Support and Individual Protection Assistance.
  • Supports the development of local responses and local advocacy plans and initiatives based on protection issues and trends identified.
  • Ensures protection and age, gender, and diversity mainstreaming across all protection and non-protection work, in line with DRC’s policies and leads on developing and implementing AGD Mainstreaming action plan.
  • Supports the Protection Coordinator with the development and rollout of the country-wide protection analysis and strategy.

Protection Information Management

  • Reviews and compiles protection monitoring reports and analyses protection issues and trends at the national level; compiling area level reports.
  • Supports the monitoring, evaluation and learning of protection programming, in collaboration with MEAL and Protection teams.
  • Supports Protection team in ensuring safety and confidentiality of the collected information in accordance with DRC Code of Conduct, PIM Principles, Protection Sector Information Sharing Protocol and relevant DRC guidelines.
  • Leads the development and compilation of high-quality protection monitoring reporting at country level.
  • Supports with the development of rapid protection needs assessment tools and reports and reviews protection assessments from teams.

Coordination and Representation

  • Represents DRC at relevant coordination meetings and in meetings with protection partners.
  • Actively participates in internal coordination meetings.
  • Provides protection analysis presentations in internal and external meetings.
  • Develops and strengthens relationships with CSOs working on protection alongside relevant Area Office staff.
  • Shares relevant project information with stakeholders and partners in coordination with the protection coordinator.

Project design and development

  • Supports General Protection project design and development through participating in project design workshops and reviewing and inputting into proposals and reports.
  • Participates in, and supports with, project review meetings, Grant Kick Off and Close Out meetings and other relevant project management meetings from a technical protection perspective.

Experience and technical competencies:

  • University degree or Advanced University degree in relevant field
  • At least 3 years of experience in the Protection field with a focus on Protection Monitoring, Protection Information Management, Case Management, Community-based protection and/or Psychosocial Support
  • Excellent knowledge of Human Rights, Protection Information Management, International Humanitarian Law, and experience working in conflict contexts with displacement affected communities.
  • Excellent writing and editing skills for external audiences.
  • Experience in producing high-quality technical material (training material, programme tools)
  • Experience working with Monitoring and Evaluation
  • Advance IT knowledge (hardware and software, Microsoft Office, Kobo, PowerBI)
  • Full professional proficiency in English
  • Full professional proficiency in Myanmar

We Offer:

  • Starting date of employment: As soon as possible.
  • Contract length: Until 31 Dec 2023 includes a probationary period of 3 months. Renewables depend on both funding and performance.
