Background
An effective national response to COVID-19 requires collective efforts by the global community, multi-sectoral coordination at the national level, development partners, and other entities. The Meeting Targets and Maintaining Epidemic Control (EpiC) consortium is well positioned to support the Royal Thai Government (RTG), community partners, and the U.S. Agency for International Development (USAID) to mitigate the impact of COVID-19.
Regarding EpiC pandemic, EpiC Thailand will provide support to strengthen the Thailand Ministry of Public Health (MoPH), provincial, and community capacity to reduce the transmission of COVID-19 and mitigate its impacts on morbidity and mortality with key two key objectives (1) accelerating widespread and equitable access to and delivery of safe and effective COVID-19 vaccinations; (2) reducing morbidity and mortality from COVID-19, mitigate transmission, and strengthen health systems, including to prevent, detect, and respond to pandemic threats.
In order to achieve the first key objective on accelerating widespread and equitable access to and delivery of safe and effective COVID-19 vaccinations according to the current workplan, EpiC Thailand will support the Department of Disease Control (DDC), one of the key government partners for the COVID-19 activities/services, on providing the COVID-19 vaccination services to Thai and non-Thai populations in 50 areas in Thailand, with the supervision from 12 Offices of Disease Prevention and Control (ODPC), with the expected total number of 7,500 people to be vaccinated by COVID-19 booster vaccines.
Purpose and details
The details of this work are as follows:
- Provide the COVID-19 vaccination services, with the booster doses of COVID-19 vaccines which will be provided by DDC, for 50 areas in Thailand such as senior health care centers, temples, community clubs, schools/colleges, marketplaces, or other gatherings, which to be selected by DDC.
- Prior to each of COVID-19 vaccination service, the vender must implement the promotion activity of the COVID-19 vaccination service in each selected area. This activity can be implemented in collaboration with the community group and network in that area. As for the promotion plan, the vender must formally hold a consultative meeting with DDC to mutually discuss and finalize this promotion plan before starting to provide the COVID-19 vaccination services in each selected area. The vender must use only the available materials, e-materials and media that already developed by DDC.
- The vender must provide one coordinator for each area/place for the coordination. This coordinator will coordinate on daily basis with ODPC/PHO for promotion activity and COVID-19 vaccination service in the selected area.
- The vender must prepare and ensure the readiness of the venue/place before providing COVID-19 vaccination service in accordance with the standard/guideline from DDC. This also includes the transportation of the relevant equipment and supplies to that selected area.
- The vender must provide at least two (2) health professionals to work for each area. Further, operating time for COVID-19 vaccination service for each must be at least three (3) hours on the date to be selected by DDC.
- The vender must prepare the formal name badges for all relevant staff involving in the COVID-19 vaccination service including the health government staff and community volunteer (if any).
- The COVID-19 vaccination service must be strictly complied with the guidelines of DDC and MoPH and it will be supervised by ODPC/PHO which responsible for that area. In addition, such ODPC/PHO will assign some of their staff to be at that area and coordinating with the health professionals of the vender, in case of emergency and urgent support.
This Request for Proposal (RFP) is expecting the vender to provide the COVID-19 vaccination services to Thai and non-Thai populations in 50 areas in Thailand (one time per an area) with the booster doses of COVID-19 vaccines which will be provided by DDC. During the vaccination services, the vender will coordinate closely with 12 Offices of Disease Prevention and Control (ODPCs) and Provincial Health Offices (PHOs) in provinces where the selected areas are located. It is expected that the COVID-19 vaccination services in 50 areas may cover 7,500 cases approximately (Thai and non-Thai populations) in those provinces who are eligible for this type of COVID-19 booster vaccines, following to the guideline of DDC and MoPH.
Timeline
This work on COVID-19 vaccination service in 50 areas in Thailand is expected to start in the month of June 2023 and the vender must complete this work no later than 14 July 2023.
Deliverables and required outputs
The vender must do the following as deliverables for this work:
- Holding a meeting with DDC for preparing and planning for COVID-19 vaccination services as well as promotion activities.
- Conducting the promotion activities for 50 areas in Thailand
- Completing the COVID-19 vaccination services for 50 areas in Thailand with at least three-hour operating time for each area.
The required outputs for the vender are as follows:
- Summary meeting minutes for the meeting with DDC for preparing and planning for COVID-19 vaccination services as well as promotion activities.
- Final report that including
- information on 50 areas for this COVID-19 vaccination services
- Information on promotion activities at 50 areas
- Information on cases who received the COVID-19 vaccination services.
Remarks: the relevant information must be in accordance with the Personal Data Protection Act as well as the data confidentiality policy of Ministry of Public Health.
Payment
- The payment of this work is the one-time payment after the completion of COVID-19 vaccination services for 50 areas as provided in “Deliverables and required outputs”.
- After receiving the Invoice, the payment will be paid via electric bank transfer system and the period of payment is subject to FHI 360 Finance Policy.
- The withholding tax will be applied to this one-time payment because this work is perceived as a service in accordance with Thai Revenue Code. Further, after the payment, the withholding tax certificate, in the form of the electronic file, will be issued and sent accordingly.
Vender requirement
- The vender must be legally registered as the legal entity and located in Thailand only.
- The vender must have the health professionals or their affiliates/networks which can legally provide vaccination services in compliance with the regulations of Thailand MoPH and other Thai applicable laws.
- The vender must demonstrate its past experiences and ability to conduct vaccination services with a number of caseloads outside the hospitals/clinics setting, such as field hospitals, mobile vaccination services, etc.
Evaluation
Evaluation will be based on the past experiences, expertise for COVID-19 vaccination service, payment condition and price.

All RFP responses become the property of FHI 360, who reserves the right in its sole discretion to:
- Disqualify any offer based on offeror failure to follow solicitation instructions.
- Reserve the right to award based on the initial evaluation of offers without discussion.
- FHI 360 will not compensate vendors for preparation of their response to this RFP.
- Issuance of this RFP is not a guarantee that FHI 360 will award a purchase order.
