ROLE PURPOSE
In light of the escalating influx of migrants Plan International is committed to establishing a comprehensive crossborder regional response in Central America Our primary objective is to bolster the capacity of our country offices by conducting needs assessments stakeholder mapping and identifying gaps in humanitarian assistance within our areas of operation We will also facilitate the identification of potential partners assume a leading role in structuring and standardizing the migration program across Central America and offer guidance during its implementation Additionally we will actively seek both institutional and private funding through our National Offices
Furthermore we will take a leadership role in engaging with key coordination structures such as R4V Response for Venezuelans and the Humanitarian Response Plans HRP of the various countries involved Our commitment extends to exploring innovative avenues for assistance and providing expert technical leadership to our country offices in alignment with the broader Regional Management strategy
TECHNICAL EXPERTISE SKILLS AND KNOWLEDGE
Knowledge
Demonstrable knowledge as a result of study training or practical experience on the key debates in mixed migration response especially related to working in protracted crises and emergency response methods and effectiveness
Knowledge of the requirements of donor compliance and financial management
Knowledge of key debates in the humanitarian sphere including on the nexus and triple nexus debate and about the practical implications of the key debates at field level
Knowledge of programming in complex and constantly changing environments
Key Skills and Behaviours
Energetic and motivated individual with a proven track record of undertaking similar assignments successfully
Excellent interpersonal skills and able to work in a dynamic environment with multiple stakeholders at different level
Ability to think strategically but also result oriented and get things done
Commitment to continuous learning and willingness to keep wellinformed of new developments in the field of DRM and humanitarian issues
Able to work independently but also to lead the coordination and management of virtual teams and networks
Excellent communication skills written and verbal English and Spanish in order to present arguments clearly and powerfully to a variety of audiences
Ability to establish and sustain good working relations with colleagues in the 12COs and ROA Hub office though efficient communication and using virtual relationship management
Culturally and socially sensitive and able to work successfully with partners and sector professionals

Ability to prioritize and manage complex and varied workload often to tight deadlines

Qualification and experience
Documented experience of at least 3 years of work in international post working for Humanitarian Agencies INGO ONO or other agencies
Documented experience from at several major disaster events working in high risk environments
Documented experience to lead capacity building and organizational development on humanitarian issues
