Supply Chain Specialist (national/ international contract)

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 400 staff in Ukraine and will continue significant scale-up in 2023 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

Overall purpose of the role:

This role has a country focus and ensures compliance with DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

The role will be responsible for ensuring all procurement of goods and services, warehousing, transportation of goods, fleet management, and fixed asset management are following DRC operational guidelines.

The role will be contributing for national staff capacity building and provision of technical support and guidance to field program teams and partners on issues relating to Supply Chain issues.

Coordination

  • Contributes to the daily operation with comprehensive knowledge in Supply Chain
  • Ensures that all logistics and procurement specific DRC/donors’ rules and policies are understood and respected.
  • Tracks, analyzes and reports on KPI’s to identify inefficiencies, areas of improvement, procedure and policy performance; this will highlight overall performance and compliance oversight
  • Ensuring that all Supply Chain specific DRC/donors’ rules and policies are understood and respected
  • Technical support to all DRC Ukraine area and base offices and provide capacity building sessions if necessary
  • Coordinate the procurement for all partners in DRC Ukraine above the DKK 10K threshold in compliance with Donor rules and regulations; oversee the procurement activities of the partners and to build the capacity of Partner’s staff.
  • Identify gaps in the skills and competencies of local supply chain team members and establish and implement development plans
  • Contribute to Emergency Response planning and Contingency Planning efforts for logistics and procurement needs and execution.

Procurement

  • Support Country Office in facilitating high value tenders
  • Review the high value tenders conducted by area offices
  • Liaises closely with relevant DRC technical operational departments to establish procurement plans
  • Oversight of all purchase and service contracts to ensure DRC’s interests are protected
  • Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contracts and FWAs
  • Ensure DRC supplier due diligence is effective

Partnership Management

  • Taking part in the partner assessment committee and making due diligence
  • Preparing the training data and leading the procurement trainings to the local partners.
  • Providing support and advice for the implementation of the procurement in cooperation with Procurement Officer – Partnerships.

Fleet Management

  • Management of rental and owned vehicles and generators (in line with DRC guidelines)
  • Maintains efficient monthly, weekly & daily planning & movements follow-up tools.
  • Management of all transportation of goods and people (via road, sea, air) to-from areas of operations and-or other DRC offices

Fixed Asset Management

  • Registration, maintenance, & disposal of DRC assets accordingly to donors ‘rule and policies (in line with DRC guidelines)
  • Provide guidance in disposal methods for unused or expired Asset with prior Donor/DRC Country Director approval
  • Ensure compliance and implementation of Operations Handbook across all area offices.
  • Provide monthly comprehensive country reports on Inventory/Assets to SMT.
  • Implement any available tools to improve the asset management.

Warehouse Management

  • Ensure compliance and implementation of Operations Handbook across all field offices.
  • Provide monthly comprehensive country report on warehouse inventory to SMT (list and stock value in hand).
  • Provide guidance in disposal methods for unused or expired commodities with prior donor/DRC Country Director approval
  • Supervises the management of the DRC warehouse and stores (in line with DRC guidelines)

Required experience and competencies

  • Minimum 5 years of working experience in a similar position
  • Working experience from an international non-governmental international humanitarian organization
  • Good understanding of public procurement rules and regulations
  • A strong understanding of the procurement rules and regulations of major international donors
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Experience of ERP systems
  • Full professional proficiency in English; Ukrainian / Russian desirable.
  • Relevant university degree in Logistics and/or Supply Chain Management or equivalent professional qualification

Education:

  • Bachelor Degree in Logistics and/or Supply Chain Management or equivalent professional qualification
  • INGO experience is desirable.

Languages:

  • English – fluent in speaking and writing
  • Ukrainian /Russian desirable
