Technical Advisors for Guinea Integrated Good Governance Activity

Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for Technical Advisors on an anticipated five-year USAID-funded Integrated Good Governance Activity (GIGGA) in Guinea. The purpose of the Activity is to provide technical support to local government to improve decentralization service delivery in health, education, and economic growth. This position will be based in Guinea.

Responsibilities:

Technical Advisors will provide technical leadership and activity oversight across several areas of anticipated focus for the project. Tetra Tech seeks candidates with the following expertise:

* Thorough knowledge of Guinean institutions governing territorial administration and decentralization in Guinea

* In-depth knowledge and understanding of the legislative, policy and regulatory frameworks of local governance and decentralization in Guinea

* Competence in capacity building for members of deconcentrated services and local elected representatives of decentralized structures in Guinea

* Proven experience in supporting local authorities in the execution of their tasks (e.g. preparation of budgets, collection and management of financial and tax revenues, management of civil registries, development, and management of socio-economic infrastructures (schools, health centers, youth centers, etc.), and promotion of economic development).

Qualifications:

* University degree (Bac +4 or bachelor’s degree) in political sciences, law, sociology, public administration, management, economics, geography or similar discipline; advanced degree preferred.

* 10 years’ professional experience (bachelor’s level) or 7 years’ professional experience (master’s level) in local governance, decentralization, community involvement or public administration.

* Proficiency in French (speaking and writing) is required. Understanding of English is a plus.

* In-depth experience in writing high-quality technical reports for international development projects and/or programs of donors (e.g. USAID, World Bank, UNDP, etc.) preferred.

* Ability to live and work in local communities in the Republic of Guinea

* Proven experience in coaching and supervising technical staff
