Job Description
Background:
The Regional HR Unit provides a range of strategic HR analysis, direction, and support to Country Offices in their implementation of NRC policies and practices. The position of Regional Learning and Development Adviser will lead the regional work on Learning and Development, working both with leaders at the Regional and Country Level, and ensuring that regional approaches are aligned with the Global Learning & Development strategies and activities being developed by the Global Talent Management Team in Head Office.
In 2022, the MERO Learning and Development Strategy has been developed and will span over a period of three years to be fully implemented. The ambitious strategy will require an extensive amount of work to put in place the processes and practices; create or update the initiatives; coordinate with Country Office HR or L&D Focal Points; and follow up and report on the rollout and implementation in consultation with the regional team and global learning and development unit.
Job Purpose
As the Regional Learning and Development Adviser, you will work in collaboration with the Regional HR team and the country offices under the regional office to develop and implement strategy and activities on talent management and staff learning and development whilst ensuring that regional approaches are aligned with the Global Learning & Development strategies and initiatives. You will also oversee and follows up on the rollout and implementation of the MERO Learning and Development Strategy.
What you will do
- Provide direct support to the Regional Head of HR in implementing the Regional L&D Strategy by creating and executing learning strategies, programmes, and initiatives for the region that reflect regional priorities and alignment with MERO Learning and Development Strategy and Global Strategy.
- Work collaboratively with HR Global and Global Learning and Development and actively contribute to global strategies
- Provide strategic advice and technical support to Country Offices on learning and development and advise key experts on the use of training methodologies and adult learning principles.
- Lead the design, implementation, and evaluation of various learning and talent development initiatives region-wide (e.g. coaching, job shadowing, online training, etc.).
- Contribute to the development of tools, processes, and Standard Operating Procedures that reflect the regional Learning & Development strategy.
- Strengthen performance management in the region and ensure clear links to career and professional development.
- Provide regular analysis and reports on Learning and Development matters to the Regional Head of HR and Regional Support Director.
- Source for and assess the needs of external vendors and providers in relation to learning and development, capacity building, and career development.
- Assess the effectiveness and success and return on investment for various programmes, processes, and systems for learning and development in the region and provide regular analysis with recommendations for improvement as well as actively share learning and best practices on leadership initiatives and capacity building.
- Participate in the community of practice for L&D practitioners; be actively involved in the design and the implementation of the Learning Management System module in the HRMS -NRC People
Professional competencies
These skills, knowledge, and experience are important for effective performance.
- Professional background in learning and development and/or organizational development
- Minimum 3 years of experience working at a senior level in an L&D function
- Proven ability to engage internal stakeholders at various organizational levels and balance their priorities
- Current knowledge and experience in successful training design, delivery, and evaluation to meet organisational requirements
- Experience in L&D strategy and project management/implementation
- Ability to carry out profile sourcing, conduct a cost-benefit analysis and calculate return on investment
- Proficient in MS Office and a good working knowledge of learning management systems
- Experience in procuring services and managing relationships with external providers
- Fluency in English and Arabic both written and verbal

Additional Information:
Duty Station: Amman, Jordan
Duration of contract: Fixed term 12 months, full-time, renewable, in accordance with local labour laws.
Grade 8 in NRC’s grading structure
Travel: 20% to Middle East Countries of Operations
