The Logistics Manager (LM) is responsible for ensuring optimal functioning of the logistics support of the HEKS EPER Eastern Region. S/he reports to the Logistics Coordinator with direct supervision, support and guidance. The LM manages the set-up and functioning of procurement and logistics processes, fleet management and warehouse management.

The context of ongoing conflict presents inherent risks. A professional sense of security, confidentiality, and proper representation is paramount.

Your main responsibilities:

Logistics & Procurement

  • Manage logistics set-up for programmes and intervention zones – field office set-up, recommendations, technical support of field logisticians in Eastern Ukraine
  • Closely cooperates with Programme and Finance/Admin team in optimising logistics support
  • Ensure correct handling of material resources (assets, fleet, warehousing)
  • Make sure equipment is supplied according to predetermined planning
  • Organize the allocation and provision of the technical equipment
  • Supervise and instructs Procurement officer on procurement processes, supplier selection, planning
  • Provide training in handling logistics processes
  • Support in the development of operating procedures and ensure adequate documentation for each process/procedure
  • Supervises provision of preventive and curative maintenance for the fleet of vehicle

Warehousing

  • Ensure that all warehouse functions and processes are in place and adhered by all logistics personnel in place

Team and HR

  • Raise any questions to the Logistics & Procurement Coordinator regarding HEKS compliance with basic requirements of the local law in respect to employment conditions and related matters.
  • Encouraging effective team work and providing supervision and guidance, especially on issues related to cross-sectoral collaboration and harmonizing approaches.
  • Identify gaps in Logistics department, ensure correct staffing and recruitment of additional capacities

To be successful you bring:

  • At least 2 years’ experience in a similar position
  • Advance IT knowledge (hardware and software, Microsoft Office, Internet)
  • Previous experience with an NGO is mandatory
  • Previous experience in emergency response is appreciated
  • Skills: organized, sense of human relations, diplomacy, communication skills
  • Languages equirement: English (mandatory), Ukrainian or Russian (preferable)
