JOB BRIEF

USIP is seeking a Project Specialist who will contribute to, support, and lead certain technical elements of the Community-Based Dialogues for Reconciliation in Southern Libya (CBDRSL) project and be responsible for supporting the CBDRSL Project Officer in all elements of project planning, implementation, and reporting in Libya. The position is based in Sabha, Libya.

This is a full-time Personal Services Contractor position open to Host Country Nationals and legal residents in Libya. This position reports to the CBDRSL Project Officer and will work closely with USIP’s Libya team in Libya and Tunisia as well as other staff based at USIP’s headquarters in Washington DC.

RESPONSIBILITIES

Project Support:

* Supports efforts to effectively to implement Community-Based Dialogues for Reconciliation in Southern Libya project activities on time and within the budget.

* Works closely with local civil society organizations and in close coordination with the CBDRSL Project Officer to design and implement dialogues and post-dialogue initiatives that are in line with CBDRSL objectives and goals.

* Builds and maintains relationships with partner civil society organizations and other local stakeholders in key project locations to help support program objectives.

* Maintains project databases and files.

* Represents USIP at meetings with local organizations working on peacebuilding, documenting minutes or notes, and reporting back to the team.

* Participates in and provides briefings to project-relevant stakeholders as needed, such as funding partners, local authorities, and key community actors.

* Maintains awareness on Libya’s political, security, and other contextual developments relevant to project planning and implementation.

* Helps maintain clear communication between the project stakeholders, the Libya Country Team, and HQ teams, through regular email contact, meetings via Zoom and other secure communication platforms.

Reporting and M&E:

* Supports writing of project-related reporting, including weekly, quarterly, and final reporting on project activities and outcomes.

* Supports the design of the M&E work plan and tools.

* Supports project data collection and analysis related to our activities from our local partners, facilitators or key community actors.

* Contributes to project monitoring, evaluation, and learning by collecting context and activity data in accordance with the monitoring and evaluation framework.

Admin and logistical support:

* Works with project officer to provide technical and administrative assistance to implementing project activities.

* Assists in managing logistical and administrative requirements for the successful project implementation including contract submission, document preparation for payments, vendors contracts, events coordination, and budget projections.

Performs other duties as assigned.

QUALIFICATIONS

* Bachelor’s degree in international relations, public administration, peace studies, conflict resolution, or a related field.

* Three (3) or more years of relevant work experience in the non-profit sector in Libya supporting projects on peacebuilding, social cohesion, or reconciliation required.

* Experience in project management is desirable.

* Interest in and knowledge of Libya’s conflict and political dynamics as well as gender, peacebuilding, social cohesion, and reconciliation thematic expertise is preferred.

* Demonstrated understanding of conflict-sensitivity, gender-sensitivity and do-no-harm principles and practice.

* Strong time management skills with the ability to prioritize work and meet deadlines.

* Proficiency in English and Arabic required, particularly the ability to write fluently in both languages.

* Demonstrated analytic and writing skills. Able to write effectively in a variety of formats and for a variety of audiences in English and Arabic.

* Demonstrated ability to develop effective working relationships and strong interpersonal skills, including cross-cultural communication.

* Experience in mediation or facilitating consultation processes highly desirable.

* Experience working with monitoring frameworks and data collection highly desirable.
