Background
The MERCIM+ program is a €15 million climate change-specific initiative in Mozambique that supports climate resilience strategies and actions over the 2023–2027 period. Under Component 1, the program focuses on meeting reporting requirements under the Paris Agreement, improving coordination, and enhancing support for climate finance. Given the expertise and added value of the Belgian Cooperation in Mozambique, the EU and Enabel have partnered to implement this component, with a contribution of €2.5 million.
The effective implementation of the Enhanced Transparency Framework reporting system in Mozambique will allow for a more comprehensive and frequent national and international reporting on climate action in line with international commitments, improved policy making and increased access to Climate Finance. The project aims to support the Government of Mozambique in establishing a national strengthened transparency framework (ETF), improving effectiveness of climate change coordination and reinforcing capacities to access climate finance. In view of the National Measurement, Reporting and Verification (MRV) project, Enabel is currently looking for a (m/f/x) Project Manager, to be based in Maputo, Mozambique.
Description of the function:
As a Project Manager you will report to the Programme Manager, and provide support to the Ministry for Agriculture, Environment and Fisheries to realise the following results as per the following areas of responsibility to improve quality, frequency, and timeliness of Mozambique’s reporting under the Enhanced Transparency Framework of the Paris Agreement, creation of a national ETF team within the climate change policy and reporting coordinating institution, and ensure that the key sectors enhance their capacity to collect, prepare, and compile climate-related data for ETF reporting and strengthening its capacity to leveraging sustainable climate finance, including opportunities under Article 6 of the Paris Agreement
Major Responsibilities:
- Establishment and implementation of management. procedures for the National system
- Advocating for and gathering support for the adoption of legislation establishing the National system.
- Development and discussion process of draft legislation establishing the National system.
- Identifying additional sectoral legislation as required to support the effective work of the National system.
- Establishing Memoranda of Understanding for data collection
- Review and update process of data collection templates and design and implementation of methodological development plans.
- Participate in the recruitment processes for hiring experts for all the positions identified in the project document, including external consultants.
- Implementation of training activities identified and organisation of capacity building and discussion workshops
- Support for the process of managing participation of national experts of the ETF team in international negotiations, workshops and bilateral exchanges.
- Managing the process for procurement for IT equipment for the ETF team.
- Aligning the Ministry of Finance’s planning and budgeting system with the needs of the National System
- Support for the establishment and implementation of management procedures for climate finance, in articulation with the Ministry for Finance, including the organisation of regular meetings with donors
- Support for the discussions and identification of options for the establishment of institutional arrangements for the implementation of Article 6 activities
Your profile
Required qualifications:
- Master’s degree in a related field
Required experience:
- At least 5 years of relevant experience in steering interventions/projects in international cooperation, experience in working with climate change policies and reporting, climate data management and national reporting systems, working with national statistics offices, environment and sectoral ministries to build capacity for data-driven decision-making. Each experience with more than one intervention/project is an advantage.
- Expertise in M&E methodologies, including the various approaches and theories, the norms and standards, the quantitative and qualitative methods, the quality and validity of data, the analysis and interpretation of the data.
- Experience working in climate finance and/or carbon pricing, Article 6 market readiness, and voluntary carbon markets in a developing country context is an added advantage.
- Broad and in-depth insight in all aspects of development cooperation
- Thorough knowledge of project management methodologies
- Thorough knowledge of the specific area of expertise (sector/theme)
- Fluent in English and Portuguese languages and French will be an added advantage.
