Job purpose:
To provide leadership and effective management oversight of GOAL’s Programmes in Northern Aleppo Province, Syria and lead the Area Management Team (AMT) to ensure collaborative and effective operations across departments. Provide leadership and support and to System departments (Logistics, Procurement, Legal, HR& Administration, IT, Compliance) based in N.A. The AC will ensure effective representation of GOAL to local authorities, communities, NGOs, and other stakeholders.
Duties, objectives and competencies
Human Resource (People) Management
% of Time: 20
- Lead the Area Management Team (AMT) for N. Aleppo Lead in ensuring the smooth day-to-day running of field operations and ensure that programme plans are clearly prioritized and communicated to the support team effectively.
- Supervise and support direct reports’ performance, growth and learning through regular feedback, coaching, training and mentoring, as well as mid-term and annual performance appraisals.
- Oversee the recruitment and induction for new direct reports and support them in the recruitment and induction of their staff.
- Build and maintain strong relationships with and between field Finance, Systems and programme teams.
- Promote a learning and dynamic work environment that facilitates two-way learning, creating a culture of cooperation with various stakeholders, including GOAL HQ.
Systems and Finance Management
% of Time: 25
- Ensure strong supply chain management (procurement & logistics) is in place and compliant to GOAL’s logistic and procurement policies and procedures, via the Field Systems Coordinator and his team.
- Ensure that all HR matters are carried out in line with the HR Manual and donor requirements.
- Review monthly payroll.
- Actively participate in the grievance management processes, led by HR, related to the region.
- Work closely with field team to ensure controls, risk mitigation and compliance procedures are in place and that GOAL’s anti-fraud, corruption and whistleblowing policies are implemented and adhered to.
- Provide support and oversight for IT related issues including adherence to IT guidelines.
- Ensure that all financial procedures are in line with the GOAL Finance Manual and donor requirements.
- Work with the Field Finance team to ensure that GOAL’s Financial Guidelines are adhered to at all times, reporting any breaches to the Finance Director/CD
- Participate in annual budget development and periodic revisions. Carry out monthly review of spending and forecasting.
Programme Management:
% of Time: 20
- Work collaborative with Syria Programme Director and remotely based Programme and PQ Coordinators in developing and managing a high quality and responsive program for N. A., ensuring this is informed by the needs and priorities of targeted communities and appropriate need assessments.
- Contribute to strengthening co-ordination and collaboration within and across programme teams and operations, ensuring constructive communication, building team morale.
- Ensure that GOAL adheres to best international humanitarian standards.
- Work closely with Programme Leadership Team to continually improve the quality of programming that fits the evolving needs of the beneficiaries.
Safety & Access:
% of Time: 15
- Be responsible for security and access of GOAL personnel and resources in N. A.
- Develop and maintain relationships with the relevant local authorities and key stakeholders and ensure that other community-facing staff do the same.
- Ensure all office and accommodation meet basic security standards, including fire prevention, lockdown and evacuation procedures.
- Report any security threats and incidents to Country Director, in coordination with the Safety & Access Advisor.
- Coordinate with the security department to ensure that staff are trained in, and comply, to safety & access procedures and protocols at all times.
- Periodically review the site-specific security guidelines.
Coordination:
% of Time: 10
- Represent GOAL at all relevant meetings that relate to the host and IDP community.
- Engage with other NGOs, Local Councils and UN and ensure that all agencies are aware of GOAL’s activities and that planning is coordinated to avoid duplication and maximise impact.
- As relevant attend donor meetings and when security conditions allow, accompany donors on monitoring visits to GOAL’s areas of operation in Syria.
- Liaise with relevant local authorities within the framework of the JOP/ Humanitarian Principles.
- Actively participate as a member of Senior Management Team (SMT)
- Participate in organisational strategic planning and initiatives and lead any assigned to AC.
- Provide support and facilitate the work of the Investigation and Internal Audit departments, to ensure that they work as independent channels.
- The area coordinator is the organization’s legal representative in the field, therefore AC signs letters to stakeholders.
- Ensuring that work procedures do not conflict with local laws and regulations.
- Any other duties as assigned by the CD.
Other:

Requirements (essential)
- Reside and work full-time in N. Aleppo (Azaz or other GOAL offices) OR be able to work from N. Aleppo office for at least 50% of the time. If it is the latter, then the candidate must have nationality so can travel between Syria and Türkiye.
- At least 5 years previous Management experience in either Area management and/or managing large projects.
- At least four years experience working with NGOs in the humanitarian sector
- understanding of humanitarian principles and international standards for humanitarian work.
- Graduate with bachelor’s degree.
- Fluent in spoken and written Arabic and English
- Adaptable and resourceful to deal with sudden changes in the context and in priorities.
- Excellent communication skills
- Proven experience to positively represent an organisation at a senior level to community and key stakeholders.
- Good interpersonal skills and ability to sensitively and effectively manage staff disputes and any local stakeholder issues with GOAL.
- Ability to analyse information, evaluate options and to think and plan strategically.
- Ability to take decisions, especially in settings where circumstances change rapidly.
- Strong planning, budgeting, and report writing skills.
- Excellent team player and ability to develop good team morale.
- Enthusiastic and able to work extra hours to achieve the objectives of the programme.
Requirements (desired)
- Additional qualification in Programme or Area Management
- Experience directly working/networking with NGO donors.
- Good computer knowledge including the use of Microsoft tools and systems.
