Context:

Under the direct supervision of the Chief of Mission (CoM), and in coordination with the Senior Program Manager and the relevant Programme Managers and Heads of Sub-Offices, as well as the Regional Data and Research Unit in Costa Rica Regional Office, the Data & Research Unit Coordinator will be responsible for the management, coordination, and implementation of all activities related to the collection, analysis, and dissemination of migration data as well as the management and coordination of research on different migration and displacement topics in Haiti and the data and knowledge in Haiti. The successful candidate will also ensure the technical and programmatic support to the Government on Haiti with regard to strengthening national migration data systems.

They will be responsible for the development of a country-wide strategy on migration data, in line with IOM’s global strategy on migration data and research, in close coordination with migration data specialists in the Regional Office in Costa Rica, IOM’s Global Migration Data Centre (GMDAC) in Berlin, and the Displacement Tracking Matrix (DTM) support team and IOM Headquarters.

Core Functions / Responsibilities:

Project development/management & resource mobilization:

  1. Develop a resource mobilization strategy on migration data and research, develop new projects, and identify possible donors and research partners.
  2. Coordinate closely with Senior Program Manager, the COM, and relevant project managers to ensure that research projects are well integrated in the mission’s strategy and the various programs in different locations.

Develop data collection tools and implement data collection activities on migration and displacement

  1. Manage and coordinate the development of multi-layered quantitative and qualitative data collection tools to gather timely information on cross-border and internal migration, displacement, and other forms of population mobility and movements, including but not limited to, displacement/returns and mobility tracking, flow monitoring, and village assessment surveys.
  2. Adapt the Displacement Tracking Matrix (DTM) methodology tools for data collection to ensure that it meets partners’ and humanitarian actors’ needs on information related to IDP and return trends.

Develop and disseminate migration data/research products:

  1. Regularly ensure the production of user-friendly information products and web portals, summaries, analyses on migration trends in Haiti and disseminate these products through various means of communication to key partners in the government, donors, UNCT, NGOs, and civil society.
  2. Develop and maintain a high-quality, user-friendly data web portal and dynamic dashboard that is linked to IOM Haiti homepage where migration data and products are regularly updated while ensuring compatibility with existing portals (DTM, Clusters’ IM, GMDAC, etc.).

Research and Partnerships:

  1. Develop and maintain a network of research consultants and partners including universities, research centres and think tanks inside and outside Haiti and look for joint opportunities for research activities, and coordinate with programme units on new/existing partnerships with research partners.
  2. Coordinate with the various programme units to ensure that new research studies developed are in line with and contribute to IOM Haiti’s strategic priorities. Provide technical advice, inputs, and support across the research cycle, including objectives of new research projects, research methods, recruitment of research consultants etc.
  3. Represent IOM through participation in international events, conferences, and working groups related to data analysis and research on population displacements.

Capacity building on migration data systems/migration statistics:

  1. Ensure the Unit provides programmatic and technical support and source external expertise to support relevant institutions and ministries in the Government of Haiti to develop and strengthen a national migration data system that is able to produce, analyse and disseminate reliable migration statistics in a sustainable manner.

Manage & train IOM staff/external partners & learning:

  1. Manage and train staff of the research and migration data unit and provide expert technical support to different programme units and the programme support unit, including M&E focal point, to ensure a better use and dissemination of data within IOM and ensure the integration of data and research findings in new projects.
  2. Provide advice and guidance to programme managers on data protection and data governance in line with IOM Data Protection guidelines.

Information management:

  1. In coordination with the heads of units, build and ensure maintenance of a whole mission database on projects’ achievements and outputs.
  2. Develop, ensure, and coordinate training of relevant IOM staff on data collection and management.
  3. Manage the production of IM deliverables for the humanitarian community, the Government of Haiti and internal programs on migration and displacement.
  4. Perform such other duties that may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Law, Business Management, Information Management, Disaster Risk Management, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience with humanitarian emergencies and/or migration assistance activities;
  • Experience in the development, management, and implementation of projects on migration data and research and development and implementation of data collection tools in different migration contexts, preferably the Displacement Tracking Matrix (DTM).

Skills

  • Demonstrated ability to supervise and manage staff on research and migration data activities.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Creole is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
