This position is in-person and is based in Washington, D.C. and employees must be based in or near Washington, D.C. for the tenure of their employment. This position is not covered under a Collective Bargaining Agreement between PartnersGlobal and the Office and Professional Employees International Union, Local 2, AFL-CIO.

PartnersGlobal (previously Partners for Democratic Change), established in 1989, is an international, non-governmental organization committed to building sustainable capacity to advance democratic institutions, civil society, and a culture of peaceful change and conflict management worldwide. PartnersGlobal specializes in organizational development and social entrepreneurship, having provided the seed capital and technical assistance to establish 21 independent, local Centers around the world.

POSITION OVERVIEW:

PartnersGlobal is seeking a Deputy Chief of Party (DCOP) for its Powered by the People (PxP) initiative, supported by the US Agency for International Development (USAID). This five-year $45M program is intended to provide direct and accessible support that addresses the needs, opportunities, and challenges identified by activists and other allied civic actors engaged in nonviolent collective action, strengthening the agency, resiliency, and efficacy of activists and people powered nonviolent social movements (NVSMs) that advance human rights, social justice, democracy, and inclusive development within a cohesive global social movement ecosystem.

The DCOP will serve as a key member of the leadership team of PxP, in addition to being a senior team member of PartnersGlobal. They will be responsible for co-leading with the Chief of Party (COP) the overall delivery of the project, overseeing the implementation of a portfolio which will include management of the PxP broad and multi-faceted global consortium, portions of a large grants portfolio, as well as technical streams of work. Other duties include supervising personnel, ensuring the project is aligned with PartnersGlobal strategic priorities, and mitigating any financial, contractual, and reputational risks, by ensuring the delivery of the program in a timely, responsive, and relevant fashion

The ideal candidate brings deep experience in large-scale global programming, design and engagement in civil society networks, and resource mobilization for social justice and human rights objectives. The DCOP will have a demonstrable track record of inclusive program management and leadership resulting in strategic outcomes, while managing complex and diverse networks, consortia and communities of practice. Partnering with the COP, the DCOP will have an innovation mindset and be ready to explore cutting-edge solutions including embedding and integrating technology, new methodologies, and unlikely partnerships, in driving greater impact.

DUTIES AND RESPONSIBILITIES:

Specific responsibilities of the DCOP include but are not limited to:

  • Support COP in the overall management of the program and provide critical knowledge and advice regarding issues of grantmaking rules and regulations, compliance, and accountability.
  • Provide prompt and strategic advice to COP, funding partners, and other stakeholders, related to matters of information and questions related to PxP activities.
  • Ensure well-grounded project management principles and practices are in place to ensure compliance with established list of deliverables for the program, and to support the development of strategies, planning, and implementation of activities, while ensuring cohesion among the technical components.
  • Identify implementation challenges and bring in relevant stakeholders to troubleshoot challenges preemptively, when possible, to ensure smooth implementation of PxP.
  • Lead structural systems and internal operational processes of PxP.
  • In partnership with the COP, oversee evidence-based reflection, evaluation, and learning activities and team members,
  • Support the COP in ensuring activities appropriately follow global and local requirements, particularly those linked to closing/obstructed civic space and the impact on the regulatory environment, safety, and security of program counterparts.
  • Actively design and lead resource development for programmatic objectives under PxP, ensuring complementarity to existing funders and resourcing partners.
  • In coordination with the project’s Finance teams, ensure program implementation follows PartnersGlobal’s policies/procedures and USAID rules and regulations, particularly with respect to procurement of goods and services, financial and grants management.
  • Represent Partnerswith USAID, local and national governmental authorities, local CSOs, community organizations, private sector, and other stakeholders, as needed and when requested by COP.
  • Other duties as assigned.

REQUIRED QUALIFICATIONS:

  • Minimum eight (8) years of experience, including progressively more responsible senior programmatic roles or project lead in another related technical area relevant to PxP including: non-violent social movements; closing civic space; human rights, democracy promotion, and grants oversight, amongst others. Non-project-based experience can be replaced with ten (10+) years of working within USAID and demonstrating competency to lead complex programs in all aspects of regulation and compliance quality control and delivery.
  • Minimum five (5) years of experience in senior management or leadership positions.
  • Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems.
  • Track record of fund development, including funding collaboratives, philanthropies, and multi-lateral funders
  • Experience working and collaborating with diverse sets of stakeholders, such as in-country NGOs, government officials, donor representatives, particularly in global majority contexts.
  • Strong oral and written communication skills.
  • Fluency in written and spoken English, required.
  • This position requires authorization to work in the United States.

PREFERRED QUALIFICATIONS:

  • Masters’ degree preferred in non-violent movements, peace and conflict, democracy promotion, human rights or international development focused fields or another relevant field applicable to PxP objectives.
  • Experience as an activist or supporting movements or movement builders.
  • Experience overseeing projects with multiple Consortium members across time zones and geographies, preferred.
  • Fluency in additional languages including French, Spanish, Arabic, Hindi, Urdu or Slavic languages a plus.
