Humanity & Inclusion (HI) has been present in Chad discontinuously since the 1990s and permanently since 2014. HI operates today in N’Djamena, in Borkou (North), Ennedi (North East), Tibesti (North West), in Moundou, Doba and Goré (South) and Lake Chad in Bol and Baga Sola (West).

HI’s strategy in the country for 2022-23 is to continue the development of the program both in terms of emergency responses and development projects, by relying on its “core businesses”: assistance vulnerable people including people with disabilities, inclusion, mine action, physical rehabilitation, education

As part of the PRODECO project launch in September 2017 and the increase in areas, sectors and volumes of intervention, HI opened a North operational base in Faya (Borkou) and an office in Fada (Ennedi). The extension of our activities ( Peacebuildnig project with OIM and health-Nut awareness raising with GIZ) allows us to maintain our activities in three northern provinces (BET).

Present today in Borkou and Ennedi, the challenge is to establish ourselves in Tibesti (Miski and Bardai) for the implementation of the two projects mentioned above.

The Chad program is also intervening in the Lake area with various education, integration and mine risk education projects.

HI had until then a base in the Lake Region, in Bol and implemented several activities there. Today, HI is continuing some of these interventions in the Mamdi department, from its base in Bol, but tends to deploy its interventions on sites hosting displaced populations in the departments of Kaya and Fouli. Since October 2021, the majority of HI au Lac’s actions concern the education sector and the departments of Kaya and Fouli. HI has therefore moved part of its base from Bol to Baga Sola, while maintaining a presence in Bol. HI aims for a multisectoral response in order to meet the urgent protection needs of the most vulnerable people affected by the actions of the EIAO and the population movements it causes.education activities, including emergency education (ECHO) and inclusive education (ECW / Unicef) to improve the integration of vulnerable children, including children with disabilities, into formal education systems or non-formal depending on their situation. These two projects also include an important protection component and education activities on the risks of mines and explosive remnants of war and improvised explosive devices (CDCS).

The Proscolac Emergency Education project, started in July 2021, will gain momentum in 2022 and 2023. In this context, we are expanding our activities and our team.

YOUR MISSION :

Under the responsibility of our Lake Area Manager and in functional connection with the Technical Unit and the Education Specialist of the program, you are, as project manager, responsible for the implementation and monitoring of the PROSCOLAC project.

You ensure the quality of the activities carried out by HI and are responsible for achieving the quantitative and qualitative objectives defined in the project documents. You are in charge of the management of your teams, the production of quality reports and you are a force for analysis and proposals for the continual improvement of the quality of HI’s interventions in Chad. The project will be implemented in two departments (Kaya and Fouli). You will be based in Baga Sola but will have to travel frequently in the department of Fouli.

In this context, your main missions are:

Operational implementation :

Plan, implement and monitor the activities of the PROSCOLAC project in Lake Chad Province (in conjunction with the area manager) and in accordance with the logical framework and the allocated budget

Ensure that the implementation of the project is in line with existing frameworks

Ensure the monitoring, evaluation, accountability and learning of the project

Ensure the management of project data

Ensure the functional animation of the teams on his project

Contribute to the communication on the project externally

The management of the project team

Ensure, in connection with the administration, coordination and technical referents, the recruitment of your team in compliance with the procedures and standards of HI

Organize and support your teams, in particular through individual action plans and evaluations

Supervise and support teams in the field to achieve the objectives defined upstream

Guarantee access to methods, technical documents / project training for your teams

· Contribute to the development of your employees, by creating the conditions to allow their commitment, their professionalization and their attachment to HI.

Strategy and management

Contribute to the operational strategy (StratOp) program or country

Write new project proposals for the continuation or extension of the project

Contribute to the writing of new proposals for new opportunities, as appropriate

YOUR PROFILE :

· You have a Master in Humanitarian and Development Studies with knowledge and experiences in the sectors of education in emergency, inclusive education, protection, psychosocial support, transversal gender and inclusion approaches …

You have at least 3 years of experience in project management and are experienced in donor relations

You demonstrate qualities of negotiation and representation (internal and external)

You know how to work with multicultural and multisectoral teams, on site and remotely; you know how to make your employees progress

You master the humanitarian principles and humanitarian action based on these principles

You demonstrate autonomy and enjoy working in a team

You have a good command of written and spoken French

SPECIFICITIES / PARTICULARITIES OF THE POSITION:

The living conditions in Baga Sola are simple but good. There is a small community of expatriates working for NGOs or United Nations Agencies.

The accommodation is in a guest house. It is equipped with a generator, a booster, internet connection (modem) and satellite television (Canal +) which ensure a certain quality of life. Access to water and electricity is therefore permanent. Little leisure time on site but the guest is equipped with sports equipment (bicycle, treadmill).

Bol and Baga Sola remain safe areas to this day even if security in the Lake Chad area is volatile (sporadic presence of armed groups, ex BiH). Vigilance remains essential.

· International Agreement ideally 24 months from 1 st March 2022

· Salary : from 2448 gross / month € **

· Per diem : 679 € net / month – paid in local currency on the ground **

· Hardship: 500 € net / month **

· Paid leave : 25 days per year; **

· R & R : 5 days every 3 months and mini break in N’Djamena every 6 weeks **
