EMERGENCY has been supporting Primary Health Care in Donetsk Oblast, Ukraine, since 2024. The Field Coordinator will be based in Bliznyuky (Kharkivska Oblast) with frequent field visits within Donetsk Oblast (primarily Oleksandrivska Hromada), Kharkivska Oblast, and Dnipropetrovska Oblast.
BACKGROUND AND ORGANISATION OF WORK
The Field Coordinator (FC) is responsible for the overall management, supervision, and coordination of EMERGENCY’s primary health care activities in Ukraine. The FC ensures that all operational aspects are aligned with EMERGENCY’s protocols and humanitarian principles. The FC directly supervises Field Officers and clinic staff, ensuring the smooth implementation of project activities, staff performance, and compliance with medical and operational protocols.
The FC reports to the Head of Mission (HoM) / Country Director in the field and the PHC Focal Point (Medical Coordination Unit) in Milan HQ.
DUTIES AND REPONSIBILITIES
Field Operations & Project Oversight
- Ensure that all EMERGENCY-supported primary healthcare facilities operate according to organizational protocols and humanitarian standards.
- Conduct regular field visits to monitor clinical services, and staff performance.
- Review and validate Field Officers’ reports, ensuring accuracy and completeness.
- Provide direct guidance and operational support to Field Officers and clinic staff.
- Oversee implementation of standard operating procedures for medical and non-medical operations.
- Identify gaps, challenges, and inefficiencies, proposing solutions to optimize service delivery.
Staff Management & Capacity Building
- Directly supervise Field Officers and oversee their daily activities.
- Facilitate on-site and remote training sessions to strengthen staff competencies.
- Promote a collaborative work environment, fostering teamwork and accountability.
Security & Risk Management
- Ensure strict adherence to security protocols, including staff movement tracking in strict coordination with the designated security focal point.
- Coordinate all movements with Field Officers and designated security focal points.
Communication & Coordination
- Maintain regular contact with Field Officers and clinic supervisors to address operational needs.
- Represent EMERGENCY in meetings with local authorities, international NGOs, and health institutions.
- Ensure timely reporting of patient referrals, security threats, or major operational issues.
Administration, Finance & Logistics Oversight
- Oversee the proper allocation and utilization of project resources.
- Work with logistics and procurement teams to ensure efficient supply chain management.
- Support the budgeting process by justifying operational costs.
Monitoring, Reporting & Compliance
- Ensure accurate data collection and reporting from all field locations.
- Prepare and submit monthly reports on field activities to the Head of Mission.
- Contribute to donor reports and funding proposals by providing field-level insights and documentation.
- Ensure strict compliance with internal policies, donor regulations, and humanitarian principles.
SPECIFIC REQUIREMENTS
Essential:
- University Degree in health-related discipline, public health, or a related field.
- Proven team leadership and staff supervision experience, decision-making skills in crisis settings.
- Excellent organizational and communication skills.
- Ability to work under pressure and handle multiple responsibilities.
- Fluency in English (spoken and written).
- Cultural sensitivity and adaptability to work with diverse teams.
- Proactive problem-solving approach and ability to work independently.
- Commitment to humanitarian principles and EMERGENCY’s mission.
- Ability to interpret field data, perform basic analysis, and use evidence to generate new operational or clinical hypotheses.
Desirable:
- Experience in healthcare or primary health projects.
- Familiarity with Ukraine’s healthcare system and humanitarian landscape.
- Previous experience with EMERGENCY or similar NGOs.
- Knowledge of Ukrainian and/or Russian is an asset.
- Valid driver’s license.
