Health Systems Strengthening (HSS) Technical Director | Kathmandu, Nepal | 2023

Program Overview:
Chemonics seeks a HSS technical director for the anticipated USAID Health Systems Strengthening
(HSS) activity in Nepal. The anticipated, five-year, $25-50 million USD project aims to strengthen and
enhance the health system in Nepal to deliver quality health services. The activity will bolster local health
system governance, partner with government to enhance health facilities to ensure a full range of high
quality, client-centered maternal newborn, child health, and family planning services, foster health service
public private partnerships, and build resilient health systems. The HSS technical director will provide
technical oversight and direction of activities to enhance local ownership and leadership and
improve health systems at the federal, state, facility, and community levels. The TD HSS will
support the governmental efforts to deliver high-quality integrated health interventions and
ensure that project activities align with relevant international standards and national/state
policies, strategies, and plans. S/he will provide technical oversight in the implementation of the
Activity in accordance with USAID regulations and procedures. This position will be based in
Kathmandu, Nepal. We are looking for individuals who have a passion for making a difference in the

Responsibilities include:
• In collaboration with senior technical staff, the HSS Technical Director shall be responsible for
supporting the implementation of Nepal’s HSS efforts to improve the health care system in
Nepal.
• Supervise team of technical staff on the project to ensure continuity, quality, of work, and
professional development of individuals.
• Provide technical assistance in developing health policy, strategies, and guidelines
• Contribute to strengthening capacities and functionalities of the existing Health Facility
Operation and Management Committees
• Develop and regularly update detailed annual work plans and ensure the team monitors
progress towards completion and achievement of program objectives.
• Lead efforts to obtain, analyze and visualize data to drive management decisions towards
improved access to and the use of maternal newborn, child health and family planning services.
• Identify options to progress or improve the existing health data systems.
• Coordinate and support government-led regional capacity building efforts intending to improve
the capacity of the health care systems
• Contribute to improving the current standard treatment protocols and guidelines for private health
care providers, and the education of these.
• Participate in the hiring of technical staff for the project as well as with local health facilities
• Oversee the use of data to drive management decisions towards improved access to and the use of
maternal newborn, child health and family planning services.
• Provide regular updates to the Nepal HSS team on work progress and contribute to activity
reporting and success stories as needed.
• Other duties as assigned.

Qualifications:
• Master’s degree in public health, social sciences, or related field
• HSS experience 10-15 years’, preferable at senior-level in health projects of equivalent
size and complexity project
• USAID experience preferred
• Experience working with ministries of health and governmental stakeholders in Nepal, or
within another South Asia region
• Extensive experience providing technical oversight to major multi-year and multi-partner
complex programs in Nepal and/or South Asia
• Demonstrated experience working to strengthen governance and accountability mechanisms in
devolved or federated government structures as well as enhancing national local cooperation.
• Strong understanding of Nepal’s health sector including key context and trends relevant to health
systems strengthening. Relevant networks at the municipality, provincial and federal levels.
• Experience building capacity within provincial and municipal governments to plan, budget for,
and manage health service delivery.
• Demonstrated ability to lead HSS staff and consultants within a consortium of international and
local subcontractors to achieve measurable results within an integrated health program.
• Computer skills and strong knowledge of MS Office applications
• Demonstrated leadership, versatility, and integrity
• Proven ability to communicate clearly and concisely, both orally and in writing
• Fluency in English required
• Knowledge of Nepalese and other local languages a plus
