Context:

Information and Communications Technology (ICT) enables the IOM to achieve its mission to facilitate orderly, safe, regular and responsible migration and mobility of people by delivering transformative information and technologies to its staff working in over 160 countries.

ICT provides enhanced enterprise core services and enables the organization to operate as one strategic and coordinated entity. ICT services range from: establishing the infrastructure to reach and connect staff, humanitarian stakeholders and parterns; providing the devices and agile technology and information applications to facilitate delivery through decentralized services; creating and maintaining tools to integrate information across the IOM, the clients we serve and the countries we operate; and delivering the computing power needed to analyze development and humanitarian challenges and identify solutions.

The ICT business model combines dedicated business solutions centres that provide services tailored to specific IOM business needs and shared services that provide infrastructure, applications and platforms to the entire organization.

Under the direct supervision of the Senior ICT Officer (Infrastructure and Cloud Technology) and the overall supervision of the Chief, Enterprise Architecture and Technology, the ICT Officer (Cloud Architect) will be responsible in developing, design, implementation and supporting of cloud technology and solutions to meet specific business needs.

Core Functions / Responsibilities:

  1. Develop, design and implement (Azure/AWS) cloud solutions to meet specific business needs.
  2. Plan, deploy and oversee Cloud infrastructure including virtual networks, virtual machines, storage and other resources.
  3. Continuously optimize and scale infrastructure as required.
  4. Formulate and execute cloud strategy aligned with the organization’s objectives.
  5. Establish and maintain security measures, implement best practices and compliance with industry standards and regulations.
  6. Monitor and manage security and compliance aspects of Cloud resources.
  7. Enhance the performance and availability of Cloud (Azure/AWS) services and applications.
  8. Implement resource allocation best practices and performance tuning.
  9. Manage and optimize Cloud-related costs by monitoring resource usage and implementing cost-saving strategies.
  10. Provide cost analysis and recommendations.
  11. Plan and execute the migration of on-premises systems and applications to Azure.
  12. Implement infrastructure as Code (laC) for automated deployment and management.
  13. Set up robust monitoring and alerting systems for Azure resources.
  14. Efficiently troubleshoot and resolve issues to maintain system reliability.
  15. Create detailed documentation covering architecture, configurations and best practices.
  16. Deliver training and knowledge transfer to team members and stakeholders.
  17. Collaborate with Azure representatives and other vendors to stay informed about the latest services and offerings.
  18. Evaluate and recommend third-party tools and services when appropriate.
  19. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Computer Science/Engineering, Information Technology, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
  • Certifications: Strong proficiency in Azure or AWS with certifications such as Microsoft Certified: Azure Solutions Architect Expert, Microsoft Certified: Azure Administrator Associate and Microsoft Certified: Azure DevOps Engineer Expert.

Experience

  • Experience in at least three disciplines such as business, information, solution or technical architecture, application development, middleware, information analysis, database management or operations in a multitier environment.
  • Experience designing and architecting complex cloud solutions in (Azure/AWS). This includes the ability to create high-level and low-level architectural diagrams, choose appropriate services, and design for scalability and reliability.
  • Experience in cloud architecture and (Azure/AWS) with a proven track record of designing and implementing solutions.
  • Experience with digital roadmaps and enabling architecture, platforms and solutions to digitally transform an organization.
  • Experienced with information management practices, system development life cycle management, IT services management, infrastructure and operations and EA and ITIL frameworks.

Skills

  • Knowledge of Azure/AWS ecosystems: software as a service (SaaS), infrastructure as a service (IaaS), platform as a service (PaaS), Kubernetes, SOA, APIs.
  • Exposure to Data Centre Optimization, Data Centre Management Processes, Virtualization, public cloud services (AWS and/or Azure).
  • Understanding of serverless technologies, including Azure Functions and Logic Apps.
  • Ability to design and implement serverless solutions in Azure.
  • Exposure and understanding of existing, new and emerging technologies and processing environments.
  • Knowledge of business re-engineering principles and processes; good understanding of design thinking.
  • Proven analytical and problem-solving abilities to address complex technical challenges.
  • Excellent relationship building, collaboration and verbal and written communication skills. including the ability to create clear and comprehensive architecture documents and effectively communicate with technical and non-technical stakeholders.
  • Sound project management and organization skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
