Position: Information Management Officer

Salary: Starting from 6755 ILS

Location: Based in West Bank Office/ Ramallah

Responsible to: Senior MEAL Officer

THE ORGANIZATION

OBJECTIVE OF THE POSITION:

The IM Officer ensures the use of data management tools, development and management of data management systems including projects’ databases on the projects and in the geographical areas of intervention to which he/she is assigned, as defined in the data management system framework established by the Senior IM Officer or otherwise by the Regional/Standalone MEAL Manager. He or she will contribute to monitor the field activities. And will controls the quality of the different data transiting the system.

Responsibilities:

Mission 1: Operational implementation

Responsibility 1: Contribute to the development of databases and tools

  • Participate in the development of data collection forms (using mobile data collection (MDC) or paper);
  • Creates the corresponding databases for projects and country;
  • Develop projects’ data flow charts and beneficiaries pathways;
  • Carries out tests on the inputs and extraction of data.

Responsibility 2: Supervises data entry and data collection

  • Identify training needs on database tools and processes among the MEAL team and project teams (at coordination and field level);
  • Produce training materials for in-house courses;
  • Trains and support the teams responsible for inputting (data entry) data from paper forms into the databases (in case of paper data collection) or the field teams in charge of the day-to-day use of MDC tools when available;
  • Ensure that the data in the database is up-to-date or regularly synchronised;
  • Observe and oversee the data inputting and data collection processes;
  • Monitor and review the progress of trainees through questionnaires, field visits and discussions with managers;
  • Provide technical Information Management support to Needs Assessment processes, baselines, Outcome Monitoring or any other specific type of studies;
  • Support the CM, AM/OM and PMs to build the capacity of HI partners (local and international NGOs) in relation to data and information management;
  • Keep up-to-date with developments in database management by reading relevant journals, participating to meetings and attending relevant courses;
  • Participate in the development of user-friendy guidelines and/or SOP regarding information management whenever relevant.

Responsibility 3: Carries out data processing and cleaning

  • Centralise information and compiles the updated version of the database;
  • Sets up and runs a regular series of tests to check the quality of data and identify potential errors;
  • Takes appropriate action to correct and neutralise identified errors;
  • Develops mechanism to automate quality testing as much as possible;
  • Performs regular and on-demand data extractions;
  • Puts simple calculations in place on the database to perform first level analysis or prepares more complex analysis.

Responsibility 4: Carries out reporting and data analysis

  • Extract data and analyse it for internal or external use (project teams, donors and authorities) upon request from the Project Managers, Operations/Country Managers and/or Regional MEAL Manager and according to HI indicators (process, output, outcome, impact);
  • Carry-out monthly data analysis on HI activities (fact sheet) and report it monthly on humanitarian response web-based existing platforms (Activity Info);
  • Support the projects teams in the analysis of processed data and information and perform data quality and consistency control;
  • Conduct monthly extraction that feeds into the Result -Based Monitoring System;
  • Conduct annual extraction from all project databases and tools to ensure validity of the annual beneficiaries reporting/senthysis sheet.

Responsibility 5: Archiving of projects’ databases and files

  • Scan all means of verification from the field and store them on the SharePoint;
  • During the course of the project, makes regular backups and archives the intermediate version of the database;
  • At the end of the project/activity, prepares and archives the final versions of the databases and deletes the intermediary versions in the different storage spaces;
  • At the end of the project/activity, support and lead the process of archiving projects’ files according to archiving policies.

Responsibility 6: Identifies measures to improve data quality

  • Conduct routine checks on the beneficiary databases and data collection forms to ensure highest quality data and monitor performance;
  • In conjunction with the project teams and the MEAL teams, proposes measures to improve data quality;
  • Monitors and alerts if errors occur during a data collection exercise so that corrective actions can be taken and future errors limited;
  • Ensure that MDC forms are uploaded with relevant constraints, validation and skip logic.

Mission 2: Emergency preparedness and response

  • Contributes to the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.
  • Contribute to the monitoring of the activities implemented by HI staff and\or partners.

Confidentiality is required in all these responsibilities.

This job description is flexible and the IM Officer may have additional objectives set by the Line manager and the direct supervisor to ensure the smooth running of the project

Job profile requirements:

Professional skills

• Degree in computer science specialising in data management / information management or equivalent

• Minimum 3 years of experience in the field of data/information management, testing and administering computer databases,

• Previous work experience with I/NGOs;

• Practical experience in information management strategy, data structuring and data quality;

• Practical experience in quantitative and qualitative data collection;

• Practical experience in statistical analysis and data visualisation;

• Practical experience in monitoring activities in the field;

• Emergency response and preparedness;

• Responsible data management;

• Accountability to affected population and lesson learning knowledge is a plus.

Cross-cutting skills

• Proficient in the use of Microsoft Office and most common data management and data analysis software (Sphinx, STATA, SPSS…);

• Advanced in English and fluency in Arabic (French is a plus);

• Practice experience in IT fundamentals;

• Stress management and working under high pressure;

• Strong organisational and communication skills;

• Time management and respect of deadlines;

• Adaptability and flexibility;

• Autonomy in the work environment.

• Risk management skills and able to work in conflict zone.
