Médecins du Monde Belgique (MdM-BE) est une ONG internationale de développement médical faisant partie d’un réseau international. Nous fournissons une assistance médicale aux groupes vulnérables, en Belgique et dans le reste du monde. Nous voulons une couverture universelle de santé où chaque personne a accès aux soins, sans obstacles (financiers, culturels, géographiques, etc.).
Nos projets se destinent à toutes les personnes qui n’ont pas ou plus d’accès aux soins de santé. En particulier, ils se structurent en cinq axes : les personnes en marge de la société ; les enfants en situation de vulnérabilité ; les femmes ; les personnes migrantes ou déplacées et les victimes de crises ou de conflits.

L’ESSENTIEL
Le département des services généraux est composé du service de la Finance ainsi que de la Logistique. Dans ce cadre, la logistique a pour rôle de supporter la mise en place de nos activités et d’assurer la redevabilité ainsi que la transparence des moyens mis en place.
La mission de la fonction de Logistics Officer est d’appuyer la mise en œuvre des processus et outils logistiques dans les projets menés à l’international afin de contribuer à la réalisation d’une bonne gestion logistique au sein de l’organisation dans le respect des exigences internes et celles des bailleurs de fonds.
La fonction est sous la responsabilité hiérarchique du référent Logistique International et peut être amenée à assurer la supervision d’un groupe de collaborateurs (stagiaires, bénévoles).
TÂCHES ET RESPONSABILITES
En tant que logistics officer pour les missions internationales, vous êtes en charges
- De la gestion de l’information incluant la gestion de la plateforme d’information logistique (Sharepoint).
- mise à jour du Sharepoint logistique opérationnel, sites pays,… et propositions d’améliorations.
- S’assurer de la mise à jour et de la disponibilité du kit logistique une fois les fichiers mis à jour.
- De la vérification du respect de nos procédures adminsitratives via les remontées mensuelles
- Vérification aléatoire mensuelle des dossiers d’achats ainsi que des prix, vous contrôlez l’application des procédures internes ;
- Remonter à son n+1 toute suspicion de fraude ou des non remontées mensuelles des DA ;
- Effectuer les demandes de signature nécessaire pour les validations siège
- Vérifier, préparer et suivre le paiement des/factures des commandes médicales avec le service finance du siège, vous êtes la personne de contact au siège pour toutes questions de paiement à l’international.
- Supporter les cologs dans l’élaboration de dossiers d’achats complexes (ex : médicaments, …); support à la définition des critères, analyse du TCO, élaboration de CSC,…)
- Relance les cologs ou adjoints pour assurer les remontées à temps de la documentation.
- Mener des études de marchés, de la recherche documentaire ou des études de normes sur des sujets techniques liés à des dossiers d’achats
- Suivi de la clôture annuelle, relance les cologs afin d’assurer une remontée on time
- Vous êtes le point focal pour les audits logistiques des missions et dans ce cadre, vous êtes amenés à faire des audits internes sur le terrain
- De l’amélioration de nos procédures et process logistiques et vous participez et /ou menez l’élaboration des modules de formation, en collaboration avec le référent et le département logistique.
- Proposer des améliorations des procédures, outils, guides et manuels, flowcharts existants, vous les rédigez et soumettez pour approbation
- Mettre en place de KPI ainsi que de la définition des systèmes pour suivi.
- Spporter la formation des logisticiens sur nos process logistiques, dans ce cadre, vous élaborez des matériels de formation dynamiques et interactifs.
- Vous êtes le point focal de la logistique international en l’absence du référent. Vous suivez la logistique des missions internationales avec un budget annuel total inférieur à 750.000 EUR.
- Dans ce cadre, vous participez aux réunions des équipes pays.
- Organiser des points reguliers avec les contacts logistiques de ces missions.
- Assurer les briefings logistiques des nouveaux coordinateurs ainsi que des nouveaux membres des équipes pays selon le tableau défini.
En tant que membre du département logistique, vous :
- Participez aux réunions du département logistique ainsi que des réunions de la Direction des Services Généraux et de la Direction des Operations Internationales, selon les sujets identifiés.
- Contribuez à l’organisation des back up des membres de la logistique.
- Participez à l’amélioration continue du département.
La liste des tâches reprise ci-dessus est non-exhaustive et sera adapté en fonction des besoins.
Ces responsabilités seront mises en œuvre de façon spécifique et transversale sur base du plan d’action individuel annuel, établi en collaboration entre le responsable et le titulaire du poste en question.

FORMATION / EXPERIENCE
- Bachelor en Logistique ou expérience équivalente.
- Expérience log 2 ans sur le terrain.
COMPETENCES
- Maîtrise du package Office, très bonnes connaissances d’Excel (Formules complexes, Tableaux croisés dynamiques), connaissances de PowerApps un +.
- Maîtrise du français, bonnes connaissances de l’anglais, le néerlandais un vrai +.
- Rigueur, organisation, assertivité, capacité d’analyse.
- Communication orientée service support.
NOUS OFFRONS

- Un salaire brut de 2.883,09 € pour 2 années d’expérience ; un salaire brut de 2.967,88 € pour 5 années d’expérience ; un salaire brut de 3 109,21€ pour 10 années d’expérience. Expérience pertinente reconnue.
- Tickets restaurants (8€ dont 1,09€ par employé et 6,91€ par employeur) – Assurance hospitalisation – Remboursement à 100 % des frais de transport en commun.
- Congés: 20 jours légaux + 6 jours RTT + 4 jours extra légaux entre Noël et Nouvel an.
