INTERNATIONAL WARS AND DISASTERS VICTIMS’ PROTECTION ASSOCIATION (IRVD) is a non -governmental organization established by a group of volunteers in Syria during the crisis in 2012 and registered in the USA, Sweden, and turkey.

IRVD is implementing projects through regional offices in Syria, Turkey, Lebanon, Yemen, Sudan, Iraq, Palestine, and Somalia.

Our work sectors are Health, Nutrition, Education, Food Security and Livelihoods (FSL), Protection, Shelter & Non-food items, Wash and Sanitation.

IRVD also manages development projects, advocates to empower civil societies and local governance.

Job Description

IRVD is seeking a Logistics Officer responsible for providing the project’s supply chain needs/requirements, including procuring all program supplies and services, accounting for all assets, managing stocks, and handling fleet concerns.

Responsibilities:

  • Receive purchase orders and start processing the following operations:
  • Launching the implementation processes per the policies and procedures to prepare the solicitations, the books of conditions and the draft contract.
  • Filling out the required analysis forms, committee minutes, and all necessary documentation and attachments.
  • Contribute to the preparation of contracts and purchase orders, and supervise the completion of their documentation, if requested by the technical officer.
  • Opening the complete purchase process file under the checklist and ensuring that it is completed with essential and supporting documents.
  • Monitoring the implementation processes on the ground with the relevant parties (the supplier and the central operations coordinator) to determine the success of the supply process (good merchandise, the right price, and the right time).
  • Managing a bank of prices and specifications of materials, services, and contracts in potential markets, updated periodically.
  • Contribute and raise proposals for procurement plans, estimated purchase quantities, place of implementation, and time required for performance, estimate the need for the supply department to implement the process, and propose contingency plans for each project separately.
  • Managing the entire process of evaluating suppliers according to the supply policy and models after each end of the procurement process.
  • Managing the supplier database that includes current and potential suppliers, detailed licensing or legal documents, and their evaluation and reliability levels. And work on updating it every month.
  • Responsible for following up on the warehouse inventory and sending daily, weekly, and monthly reports.
  • Responsible for registering and coding fixed assets and submitting reports on them at the time of request from the direct supervisor.
  • Monitor and facilitate project repair and maintenance orders.
  • Working on logistical tasks within the center.
  • Any additional tasks required of the technical officer and project manager in the same field of competence and title.
  • Submitting periodic reports.

Archiving and Filing:

  • Maintains purchasing documents, files, and records (e.g. Requests for Proposals, vendor files, etc.) to ensure the availability of documentation and compliance with established policies and regulatory guidelines.
  • Performs general and program-specific clerical functions (e.g. answering the telephones, distributing purchase orders, scheduling, copying, etc.) to support departmental activities.

Ability to:

  • Ability to work in a stressful setting and adapt quickly to changing environments.
  • Ability to conduct work in a professional and mature manner.

Qualifications

  • A degree in economics, business administration, or the like
  • Experience of not less than two years in the same field.
  • Excellent communication skills and knowledge of potential markets.
  • Good interpersonal and negotiation skills.
  • Ability to work under pressure, manage stress and adapt to rapidly evolving situations.
  • Excellent reporting, documentation, and archiving skills.
  • Good computer skills.

Languages:

  • Arabic and English are mandatory (oral and written)
