The Policy and Advisory Unit is looking for a M&E / PMER Specialist (100 %) beginning 1 April 2024 or as per agreement for a 2-year fixed-term contract. Strong, independent, self-sustained and trusted local organizations are key to supporting community resilience, providing life-saving humanitarian action, and achieving the Sustainable Development Goals. Within the Red Cross and Red Crescent Movement, the scale, quality, and effectiveness of local action is dependent on the capacity of our 191 National Societies and their network of 16 million volunteers in 190’000 local branches. The continuous development and transformation of these organizations is the essence of our National Society Development (NSD) work. In line with the IFRC Strategy 2030, the SRC has introduced NSD as a program domain within its International Cooperation Program to enable and support local action led by strong and efficient Sister National Societies (SNSs). Investing into NSD and supporting SNSs on their pathway to transformation, it is essential to measure organizational change and its impact. Evidence collected documenting the change are to serve as basis for decision-making on tailoring future investments and technical assistance in NSD.
What you will be doing
- Support the development of an IFRC-wide framework for measuring impact in NSD by identifying best-practices in measuring impact of organizational development and change in consideration of existing IFRC approaches (40 %)
- Apply the developed NSD framework and approaches by supporting, advising, and guiding on strengthening PMER capabilities around NSD (40 %)
- Provide advisory services to SNSs based on solid technical expertise in the SRC-NSD core competencies integrating the expert knowledge in programmes and practice (15 %)
- Participate and engage with other staff within the SRC Policy and Advisory Unit and the IFRC Organisational Transformation Team (5 %)
Your profile
- Master’s degree in international relations, social sciences, or business/public administration, applied psychology or alike, preferably with a focus on capacity building and organisational development
- Min. 7 years working experience in the humanitarian or development sector, preferably in organisational development
- Min. 5 years working experience with the Red Cross and Red Crescent Movement, preferably in a position that involved NSD support
- Solid knowledge and understanding of the Movement’s mandates and roles, of National Society structures, systems and procedures
- Thorough understanding of the NSD and partnership frameworks and policies of the IFRC (including the OCAC process)
- Proven skills and experience in an advisory role
- Proficient in oral and written English, at least B2 level in German and/or French, Spanish an asset
