Purpose

PAC is an active NGO established in 2012, registered in Turkey, active in NWS, with other small operations offices in both Yemen and Sudan.

In NWS; PAC is a leading organization in both the health and Nutrition sectors through several central programs that work to improve the resilience of crisis-affected communities in NWS.

PAC’s programs always aimed to build and support the active health and nutrition systems in the target areas through maintaining a high level of integration across several sectors and leads central services to facilitate the provision of the service that other actors are running in NWS.

PAC is fully applying for the Protection against sexual exploitation and abuse (PSEA) principles in all its work stages, as well, PAC is highly committed to creating a safe service provision environment based on humanitarian principles, and international humanitarian law, clean of any racism.

JOB PURPOSE:

The aim of hiring the MEAL officer is to enhance employee performance and develop humanitarian work.

This role helps define objectives, assess task execution, ensure adherence to humanitarian standards and projects requirements, and stimulate the learning process and skill development to ensure the delivery of improved services to beneficiaries.

GENERAL RESPONSIBILITIES

  • Design and implement robust monitoring and evaluation frameworks for ongoing and upcoming projects.
  • Develop and manage data collection tools, ensuring the timely and accurate collection of project-related data.
  • Analyze project data to assess progress, identify areas for improvement, and provide actionable recommendations to the project team.
  • Lead the development and implementation of accountability mechanisms, such as ensuring that feedback from beneficiaries and stakeholders is actively sought and used for program improvement.
  • Facilitate learning sessions and knowledge-sharing forums within the organization to promote a culture of continuous learning and improvement.
  • Prepare and submit timely and comprehensive reports to internal and external stakeholders.

Note: the above-mentioned key responsibilities/accountabilities are illustrative ones. Other future responsibilities/accountabilities may be assigned to the job depending on the department organizational chart.

Position holders will be based in Gaziantep, therefore, legal right to work in Türkiye is necessary at the time of application.

Qualification (Education/Work Experience)

  • Bachelor’s or Master’s degree in a relevant field (e.g., Business Administration, Social Sciences, Statistics).
  • Proven experience in designing and implementing MEAL frameworks in a similar role.
  • Strong analytical skills and proficiency in data analysis tools.
  • Excellent communication and interpersonal skills, with the ability to work collaboratively in a team.
  • Experience in conducting training and capacity-building activities.
  • Familiarity with humanitarian and development contexts, particularly in the NWS region.
  • Fluency in English and Arabic (both written and spoken).
