Overview of Position

Yemen is one of the 17 focus countries selected by the SG’s Special Advisor on Solutions to internal displacement where change management as dictated by the SG’s HLP report & action agenda will be rolled out. Under this background, Yemen has also successfully developed a joint our client – IOM – UNHCR – FAO project proposal under the Internal Displacement Solutions Fund (IDSF) aimed at supporting strategic, collaborative & coherent engagement of UNCTs through joint programs led by RCs & implemented by participating entities at the country level. Our client in Yemen both serves as administrative agent & substantive co lead of the project, besides UNHCR Yemen. This Yemen IDSF proposal is envisaged to be implemented from April 2024 – July 2025, with the main focus on supporting national & local authorities to design & implement area based, locally tailored, development oriented durable solutions to displacement that will support progress towards the SDGs for IDPs & their host communities by focusing on three results, which should induce systemic change:

  • Developing joint assessments of the situations, needs & solutions preferences of IDPs & host communities that give a voice to IDPs in defining & implementing their own solutions, while building the capacity of local government to shape innovative investment & measure progress towards durable solutions.
  • Supporting national & local authorities’ efforts to facilitate the integration of IDPs into public systems & services, based on integrated policy innovation, legal reform & institutional change.
  • Testing innovative measures to amplify locally tailored, needs based development solutions to displacement in pilot locations in Aden, Ma’rib & Ta’iz, drawing lessons for eventual scaling up.

Role Objectives

The project will promote government ownership in finding solutions to protracted displacement by working closely with and strengthening the capacity of its Executive Unit for IDP camp management (ExU) in Aden, the main IRG entity on displacement at the national level & of local authorities in Aden, Marib, Lahj & Taiz governorate. Our client in Yemen therefore seeks to hire, under the direct supervision of the Policy Specialist – Durable Solutions & under the overall leadership of the Team Leader – Governance & Peacebuilding, a National Field Officer – Solutions to Internal Displacement to strengthen government engagement, project management / reporting, capacity building, partnerships under our clients Yemen’s durable solutions approach overall & under the Joint Yemen IDSF proposal in particular. Expected output include but are not limited to:

Support project management, implementation & coordination:

  • Support the development & implementation of our clients activities, targets, budgets, standards for measuring progress & results, as determined by the IDSF work plan & oversee the processes, tools & methodologies to be used to ensure effective & efficient project implementation & operations.
  • Ensure the achievement of the capacity building outputs of national & local government authorities under the IDSF project in line with the approved annual work plan through the day to day planning, management & implementation of activities.
  • Ensure full coordination, liaison & communication between the other IDSF PUNOs, the executive unit for IDP camp management & local government authorities for coherent design & complementary execution of projects at the local level.

Government liaison & capacity building:

  • Lead on government liaison efforts with national IRG government authorities in Aden, particularly ExU, aswell as IRG local government authorities on our clients Yemens displacement efforts.
  • Support the development of capacity building needs assessments of ExU & other IRG governmental authorities working on the displacement file.
  • Support the organization & implementation of capacity building activities on durable solutions with governmental authorities.
  • Support in the development of localized durable solutions Plans of Actions (PoAs) with local government authorities, in synergy with our clients Yemen area based development approach & other local governance efforts of our client in Yemen.
  • Contribute to a constructive dialogue with partners in Yemen, IDSF PUNOs & other stakeholders, especially to maximize consistency & synergy between the various resilience components as informed by the priorities of the project document.
  • Maintain dialogue & build capacities with sub national government officials, civil society, partners & communities to provide knowledge & understanding while ensuring clear understanding of the project objectives.
  • Support the creation of tools & communications materials to promote project objectives, establish contact as a focal person for project in support of the Policy Specialist – Durable Solutions & our clients CO cooperation.

Financial management & reporting:

  • Ensure accountability for & efficient use of relevant project funds.
  • Manage & monitor requests for financial resources & ensure accuracy & reliability of relevant financial reports.
  • Approve requisitions requests in QUANTUM & ensure continuous delivery updates to the Policy Specialist – Durable Solutions on financial delivery performance.
  • Liaise with the responsible parties & other project staff on financial management of the project activities, including monitoring project financial expenditures & transactions.
  • Ensure the integrity of financial system & support the Policy Specialist – Durable Solutions in overseeing the administrative, financial & budgetary aspects of the IDSF project activities.

Results based management, monitoring & evaluation & reporting:

  • Provide support to the project team & the responsible parties on the achievement of the project as per the approved prodoct.
  • Support & significantly contribute to the coordination & production of concept notes, project proposals, work plans, regular donor progress & impact reports for the project.
  • Participate in relevant internal & external (coordination) meetings representing the project as required.
  • Manage & monitor identified relevant project risks & issues & update the status of these risks & issues in QUANTUM according to our clients Enterprise Risk Management (ERM) policy.
  • Plan & prioritize work activities to meet organizational goals & organize & oversee work processes efficiently to achieve quality results.
  • In collaboration with the Policy Specialist – Durable Solutions, ensure proper monitoring & evaluation procedures are instituted in relevant project activities & proper monitoring of project progress against project reporting requirements as outlined by the donor.
  • Undertake any other duties as may be required.

Knowledge building & management:

  • Capture & disseminate lessons learned & best practices to contribute to learning on the project.
  • Participate in international knowledge networks & other fora to draw on best practice & lessons learned in other similar contexts to apply to Yemen.

Project Reporting

This role works under the direct supervision of the Policy Specialist – Durable Solutions & under the overall leadership of the Team Leader – Governance & Peacebuilding, a National Field Officer – Solutions to Internal Displacement to strengthen government engagement, project management / reporting, capacity building, partnerships under our clients Yemen’s durable solutions approach overall & under the Joint Yemen IDSF proposal in particular.

Key Competencies

  • Masters degree or equivalent in relevant areas such as public administration, public policy, development studies, conflict management or related social science fields & knowledge of best practices in institutional governance, management & financial management with at least six years relevant working experience in project development & management in a (post) conflict setting, with emphasis on displacement migration programming core government functions, government capacity building & community engagement.
  • Discretion & sound reasoning in dealing with sensitive matters; ability to independently solve complex & challenging problems.
  • Excellent interpersonal skills, ability to establish & maintain effective working relations with sensitivity & respect for diversity.
  • Experience in government liaison & capacity building on displacement with national & local government authorities.
  • Ability to work under pressure & meet deadlines.
  • Sound understanding of developmental strategies, particularly of community empowerment & participation.
  • Proficient computer skills & use of relevant software & other applications.
  • Advanced English & Arabic language skills.
  • Experience in Aden, Marib, Taiz, Lahj (in one of these locations) is desired.
