Proposal Summary:
The Housing Repair for People’s Empowerment (HOPE) Project in Ukraine is an initiative aimed at addressing the housing needs of communities affected by conflict or disaster. The third-party monitoring (TPM) program will monitor the reconstruction of housing units, ensuring that the efforts adhere to World Bank social and environmental guidelines, as well as monitoring the financial management of the reconstruction funds.
Position Summary:
The Project Manager (PM) will oversee the TPM program, ensuring its execution meets high technical and operational standards. Serving as the primary contact for clients and field stakeholders, the PM will lead a team of research, reporting, and learning professionals to ensure the project’s success. This includes managing project work planning and implementation. The PM will work closely with MSI’s home office and senior leadership to deliver the project, ensuring it is well-resourced and supported. Additionally, the PM will be responsible for all contract deliverables, including client reporting and overall project compliance. This is a full-time role based in Kyiv, Ukraine, for a one-year term (extension is likely), contingent upon funding.

Responsibilities:
- Provide strategic direction and comprehensive management of the project, including oversight of financial and contract management.
- Act as the primary liaison with clients and key stakeholders, including representatives from the Government of Ukraine, civil society, and other donors.
- Recruit, supervise, and manage project staff.
- Oversee data collection processes and ensure the production of high-quality reports that meet client expectations.
- Ensure timely achievement of project objectives and adherence to reporting requirements.
- Lead coordination efforts for the implementation of project activities with various partners, subcontractors, and grantees.
- Ensure adherence to all relevant rules and regulations, especially concerning financial and grant management.
- Contribute to the development and periodic review of the project’s overall approach, strategy, implementation schedule, and work plans.
Qualifications:
- Master’s degree or equivalent in the field of Economics, Business Management, Engineering, or another relevant field.
- Minimum of 10 years of experience in designing or managing monitoring programs.
- Experience in at least 2 substantially completed similar contracts/assignments as Project Manager within the period from 2017 to 2023 inclusive.
- Prior work experience in the Region/Ukraine.
- Must be willing to be based in Ukraine.
- Experience in implementation of projects funded by international financial institutions (preferably the World Bank).
- Prior experience in managing staff for monitoring programs.
- Experience writing monitoring reports and conducting both quantitative and qualitative field research preferred.
- Strong adaptability and problem-solving abilities, particularly in post-conflict or recovery environments.
- Demonstrated expertise in managing and developing staff, subcontractors and consultants to achieve expected results.
- Excellent oral and written communication, analytic, interpersonal and management skills.
- Fluency in written and spoken English is required; proficiency in Ukrainian is highly preferred.
