ELAF for Relief and Development.

Elaf RD: Is a non-governmental, non-profit, non-political organization that was established and registered in January 2015, in Gaziantep, Turkey-Registration No: 27-019-083. With the fast escalation of the conflict in Syria, and due to the increasing needs of the refugees in the neighbouring countries and inside Syria, Elaf RD established Hatay offices in Turkey, and 5 Field offices in Syria which are Sarmad, Afrin, Jarablus Azaz, and Tell Abiad offices.

Elaf RD is dedicated to addressing the interconnectedness of the Sustainable Development Goals (SDGs) and double nexus in an integrated and comprehensive manner. Our approach is centred around the double nexus, linking humanitarian aid and development assistance for a more effective and sustainable response. We are committed to providing emergency aid to the most deprived communities through substantial long-term solutions in addition to its work to improve the situation of both, the refugees and host communities by focusing on project development and improving the economic situation.

Position: Projects Officer

Location: Türkiye – İskenderun – Gaziantep

Reports To: Line Manager

Contract Type : Full Time

Main Responsibilities:

  1. Directly coordinate, supervise, and lead the implementation of all emergency response activities under the Emergency Response Unit, in coordination with emergency response team leaders, ensuring alignment with methodology, processes, and SOPs.
  2. Develop project plans.
  3. Monitor targets and budgets to ensure the successful completion of activities.
  4. Manage supplier selection and contract processes.
  5. Coordinate the provision of media content to internal and external stakeholders within the project scope.
  6. Review, track, and provide input for monthly, interim, and final project reports (both narrative and financial), considering project objectives and work plans, and promptly notify the Line Manager of any issues related to timeliness or quality.
  7. Facilitate the integration of emergency response activities into other sectors, such as Food Security, Protection, Education, and Basic needs, through coordination and linkages.
  8. Plan, develop, organize, and deliver capacity-building and development activities to enhance the staff’s skills in emergency response project methodologies and approaches.
  9. Conduct regular meetings with staff to review implementation progress, address bottlenecks and challenges, provide technical and operational advice, and offer guidance and orientation.
  10. Assist in developing the emergency response program strategy, identifying new areas of intervention, and fostering ongoing initiatives.
  11. Coordinate with Monitoring and Evaluation (M&E) to ensure timely beneficiary verification and Post Distribution Monitoring and collaborate with the Protection Unit to mainstream protection considerations across activities.
  12. Ensure that all emergency response data, reports, and records are well-organized and archived.
  13. Supervise all emergency response staff, providing guidance and building their capacity to ensure the delivery of high-quality outputs.
  14. Support the Project Manager in enhancing existing project tools and developing new ones as needed.
  15. Perform any other duties as assigned.

Required Qualifications and Experience: Education:

  • Bachelor’s degree in political or social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution, with two years of relevant professional experience; or, Experience:
  • Experience in project management and implementation.
  • Knowledge and experience in emergency response and cash-based approaches or programming.
  • Proven experience in team management in humanitarian environments, with successful examples of managing local staff.
  • Familiarity with relevant international standards.
  • Experience conducting market mapping or assessments.
  • Previous working experience in the region is advantageous.
  • Excellent IT skills (Google Docs, Gmail, Excel, and Word).
  • Excellent communication skills.
  • Strong organizational and administrative skills.
  • Proficiency in statistical analysis techniques.
  • Knowledge of electronic survey tools (Kobo).

Languages:

  • Fluency in English and Turkish is required.
