Position Title: Project Officer (Migration Management Capacity Development)

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall guidance of the Chief of Mission in IOM Iraq, direct supervision by the Head,

Migration Management Division, in collaboration with the Head of Protection Division, Partnership and Coordination Division, other relevant divisions of IOM Iraq and in close coordination with the European Readmission Capacity Building (EURCAP) Project Management Team (PMT) in RO Brussels and with Immigration and Border Management (IBM) and Protection Division (PXD) Regional Thematic Specialists at RO Cairo, the successful candidate will be responsible for the planning, implementation, oversight, coordination and the monitoring and evaluation of the project “Contributing to stronger migration management in Iraq through effective communication and information-sharing.”

Core Functions / Responsibilities:

  1. Manage the overall planning, implementation and monitoring of project activities, including but not limited to desk reviews, consultations with broad range of stakeholders, production of information tools and guidelines, planning and organizing information campaign, drafting the Migration Communication Strategy, organizing workshops, trainings and other meetings.
  2. Provide technical advice on migration policy changes at local level or emerging issues around migration governance relevant to the EURCAP Facility and IOM’s work.
  3. Contribute to organising close and regular liaison between the IOM Iraq project team and the EURCAP PMT in RO Brussels, by utilising appropriate coordination channels and ensuring the to provision of updates on the implementation of the project and involving the PMT in content development and other relevant activities, as per donor requirements.
  4. Coordinate daily work and functions of the project implementation team incl. consultants performing specific tasks in the framework of the project.
  5. Monitor budget expenditures related to project activities to ensure their eligibility and cost-effectiveness in line with contractual requirements.
  6. Lead the drafting in coordination with relevant GoI counterparts, EURCAP PMT and ROCairo the development of project’s training material and key information messages;
  7. Actively participate in reporting (inception; periodical progress; final) in the framework of the project.
  8. In close coordination with Monitoring, Evaluation, Accountability, and Learning (MEAL) Unit of the mission, act as the primary focal point in locally implementing M&E processes in line with EURCAP Facility requirements.
  9. Ensure that the project is properly integrated into Government of Iraq Migration Governancepriorities.
  10. Act as a primary focal point in coordinating project activities and support Iraq SeniorManagement (including Deputy Chief of Mission, Head of Partnerships and Coordination Division and Head of Divisions) in communications with the GoI, the EURCAP PMT in Brussels, the EU Delegation in Iraq as well as other stakeholders and partners of the project, recognising that donor liaison with DG HOME in Brussels will be lead by EURCAP PMT.
  11. Represent IOM and support the Heads of Division in strategic and technical meetings in the framework of the project as well as project-related events.
  12. Based on achievements and lessons learned from the project, identify follow up actions, new initiatives, and interventions of IOM in the area of migration governance.
  13. Regularly research, follow-up, compile, analyze and share information and data on national, regional, and international developments relevant to the project and the wider work of the IOM Iraq migration governance section as well as other relevant IOM projects and activities, and highlighting noteworthy issues and proposing actions in the area of migration governance.
  14. Undertake travel duties relating to liaison with counterparts, programme management and implementation, and problem resolution as required.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Migration-Related Studies, Public Relations, Social Science or related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above field with seven years of relevant professional experience.

Experience

  • Thematic knowledge and expertise in the migration governance field and protection immigrants, with a focus on IBM thematic areas, including irregular migration, and readmission;
  • Experience in conceptualizing and implementing capacity building initiatives, preferably in the area of migration governance;
  • Experience in implementing information campaigns and/or strategic communications campaigns in the area of migration governance an asset;
  • Experience in managing projects is required;
  • Experience working with Government partners, UN and other international agencies as well as non-governmental actors;
  • Previous experience in the MENA region is considered an advantage.

Skills

  • Knowledge of EU institutions and EU migration policies, as well as EU project management rules and requirements an asset;
  • Good computer skills (MS Office); and,
  • Delivers on set objectives in hardship situations.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
