Protection Project Manager in Herat – Afghanistan

NRC is looking for a national Protection Project Manager in Herat – Afghanistan, with strong humanitarian protection background , (experience in case management is desirable), expertise in project management and ability to empathize with vulnerable individuals.

The Protection Project Manager is responsible for the overall planning and implementation of NRC’s protection activities in western region, which includes two area offices: Badghis and Herat. These activities are a continuation of the drought and mixed-displacement protection response for displaced population and host communities in displacement sites and urban areas. NRC is using Camp Management methodologies to provide support to these sites, to which protection activities are embedded, seeking to support the displaced on their way towards durable solutions whilst also remaining ready to provide response to new displacement in the area.

Role and responsibilities

  1. Line management of protection staff and activities in Herat and Badghis, and technical oversight
  2. Contribute to the development of Area and protection strategies, initiate and participate in the development of the protection activities standalone and embedded in camp management;
  3. Coordinate and manage project implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements;
  4. Contribute towards actively implementing and supporting ‘integrated’ (multi-sector) programmes, cross-sectorial exchange of lessons learned, and adherence to relevant quality standards;

Programme Development:

  • Ensure availability of up-to-date needs assessment to inform programme design and advocacy efforts;
  • Under the line management of the Area Programme Manager, contribute towards drawing up plans, proposals, and budgets for new projects/extensions of projects in conjunction with the relevant team, both programme and support staff;
  • Support multi-sectoral emergency preparedness and response as required by the context and management;

Programme Management:

  • Overall responsibility for effective and efficient management of the CM projects across Herat and Badghis consistent with the project management cycle (including reporting to the desired quality and standard);
  • Overall budget management for all the protection projects/portfolio implemented in the Area, including the projects implemented in Badghis, and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied;
  • Responsible for providing timely and methodical updates regarding needs and trends specific to the responsible CC to the Area Programme Manager and Area Manager;

Technical Support, Oversight, Supervision and Capacity Building:

  • Work closely with the Protection specialist, Protection Adviser – case management to ensure that the protection monitoring and the Case Management Guidelines and SOPs are adhered to and any departures documented and addressed.
  • Provide technical support to the protection team especially on case management and protection monitoring as well as on service mapping, referrals and protection related information dissemination through tailored training and on the job coaching and mentoring
  • Make frequent field visits to monitor the implementation of case management and monitoring work
  • Case Management specific technical responsibilities shared with the protection coordinator

Logistics, Finance, and Human Resource Management:

  • Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the protection team (including supply chain management);
  • Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans per project and ensure the same is shared with relevant support colleagues;
  • Performance management of all direct reports, including regular 1:1 meetings and completion of work and development plans;
  • Ensure all new team members are adequately briefed on arrival, and departing team members are debriefed;

Coordination and Representation:

  • Responsible for attending relevant CC-specific meetings and coordination fora, representing NRC strictly within the limit set out by the Country Office;
  • Coordinate with other agencies on service mapping and referral support to ensure regularly updated, coordinated multi-sectoral support for vulnerable cases under NRC case management and protection monitoring and linkup the protection team members with the adequate service providers
  • Ensure close coordination and collaboration with the CCCM team to increase synergies, share information and strengthen internal pathways and referrals.

Our Ideal candidate Skills, Knowledge and Experience;

  • At least five years in a recovery and/or humanitarian context, including three years’ experience in a senior level project management position;
  • At least 3 year’s experience and technical expertise in protection and especially in Case Management. Experience in protection monitoring is a plus;
  • Knowledge in protection mainstreaming, Camp management, community outreach/engagement, community capacity building, and/or community-development oriented programming is desirable
  • Demonstrated experience and understanding of Project Cycle Management and team leadership;
  • Technical diploma or university degree in social work, human rights, or related degree preferred
  • Knowledge of the context in western and north-western Afghanistan, Herat, Badghis, and Nimroz Provinces in particular;
  • Good understanding of risks, stakeholders and dynamics relevant to humanitarian protection of vulnerable displaced persons in Afghanistan
  • Experience in case management, protection monitoring and other areas of protection
  • Experience in coordination with all type of actors locally providing services and development of referral pathways

Languages:

Fluency in English and Dari is essential, both written and verbal as well as understanding of Pashtu though not mandatory.
