The Humanitarian Response and Mine Action (HRMA) Unit provides operational and strategic support to DCAs humanitarian operations worldwide. Comprised of thematic advisors and humanitarian response officers, the unit takes the lead on designing organizational responses to crises outside of existing areas of operation and providing technical support to established country programmes on key thematic areas including: mine action, protection, conflict prevention and peacebuilding, cash, and markets.

DCA prioritizes its obligation to mainstream protection throughout humanitarian operations: to ensure that programming does not do harm and that rights holders are safe and respected. As a means to amplify impact, DCA seeks to integrate protection outcomes across other sectoral interventions. And where there is a value add in doing so, DCA responds to protection concerns with specialized standalone interventions.

About the role:

Based in Copenhagen and referring to the Head of Humanitarian Response and Mine Action Unit, the Protection Advisor will work closely and in complementarity with the Sr. Protection Advisor. The role holder’s main responsibility is to provide technical guidance and support to DCA and partners on all protection-related matters, including: gender based violence prevention and response; child protection; psychosocial support; age, gender and diversity; disability inclusion; international legal standards in crisis contexts; protection concerns linked to climate change.

Together with thematic colleagues, the Protection Advisor has joint responsibility for developing, rolling out, and monitoring DCA’s protection strategy including capacity strengthening of DCA staff and partners. The role holder will work closely with DCA’s technical advisers working on conflict prevention & peacebuilding, mine action, human rights, gender equality, cash and markets, and humanitarian policy and advocacy.

Focus areas and responsibilities:

Provision of Technical Assistance to Country Office Programs

  • Provide technical support to project design – ensure DCA programming adheres to international standards and tools and are in line with respective country program strategies, including supporting the drafting of ToCs, logframes and providing input to project budgets.
  • Provide technical support to implementation including assistance with monitoring, analysis and development of appropriate strategies relative to the protection landscape.
  • Provide DCA staff and partners with on-site capacity building support in the form of training, mentoring and practical guidance to ensure the application of protection minimum standards and good practices.
  • Provide desk support functions including broad programmatic support, quality improvement and guidance as required.
  • Coordinate shared learning opportunities and networking between country offices.

Learning, Information and Analysis

  • Contribute to developing and strengthening thematic learning resources for Country Offices and partners (e.g., resources and materials on protection risk analysis; MHPSS principles and best practices, etc.).
  • Contribute to internal guidance on key operational modalities such as cash and voucher assistance and community-led programming to ensure that protection is appropriately considered.
  • Contribute to ensuring that monitoring and evaluation systems are effectively designed and integrated into projects and that data is used to optimize program quality.
  • Contribute to risk-management strategies related to collection, storage, and reporting of sensitive information.
  • Support development, dissemination and refinement of approaches which ensure that rights-holders participate in the design and implementation of programming and that their access to services and programs is meaningful and safe.

Strategy and Advocacy

  • Contribute to the design, implementation and follow up of DCA advocacy strategies related to humanitarian contexts in line with organizational priorities and joint workplans.
  • Provide input on DCA strategic documents (e.g., country program strategies, reports, analytical frameworks).


  • Support engagement with relevant stakeholders to identify areas for potential collaboration on protection.
  • Support DCA and the HRMA Unit with donor engagement when requested.

The Protection Advisor will demonstrate the following key capacities:

  • At least 5 years’ experience working in the field of protection, at least 3 years of which at a senior technical level.
  • Experience across sectoral areas of responsibility. In-depth experience in case management systems (GBV, CP, Victim Assistance), MHPSS, and protection advocacy are strongly preferred.
  • Master’s degree from an accredited academic institution in relevant field (International Law, International Relations, Political Science, Social Work, Humanitarian Assistance, Sociology, Psychology, or another related field) or equivalent
  • Demonstrated knowledge of current sectoral best practices and familiarity with humanitarian architecture
  • Evidenced capacity building skills, reflecting applied understanding of adult learning concepts.
  • Strong written and oral communication skills that demonstrate empathy, discretion, and integrity.
  • Proven writing and editing skills, including the ability to effectively write and edit grant proposals and reports.
  • Ability to travel and work in diverse, challenging and potentially unstable environments for extended periods of time.
  • Fluency in English required, working knowledge of French strongly preferred.
