To achieve the 2030 ambition of ensuring that all children live, learn, and are protected and to adhere to the Grand Bargain aspiration, Save the Children (SC) recognizes the critical role of local and national actors in advancing children’s rights and humanitarian needs. In 20xx, Save the Children (SC) has endorsed a movement-wide Localization Policy with the guiding philosophy of “as local as possible, as international as necessary.” As a result, SC aims to bolster existing national and local capacities, support national and local leadership capacities, foster regional and global connections, and engage only when invited and when national and local actors require additional assistance.
The objective of the consultancy
Save the Children Norway (SCN) seeks a consultant to evaluate its localization practices and develop a baseline. The assessment and baseline will serve as a programming tool helping SCN define short- and long-term policy objectives and measure policy changes/progress toward its localization objectives.
The assessment and the development of a baseline will be rooted in the localization performance measurement framework developed by the Start Network and the NEAR Network Performance Management Tool. The Start Network’s framework consists of seven dimensions, including (1) funding, (2) partnerships, (3) capacity, (4) participation revolution, (5) coordination mechanisms, (6) visibility, and (7) policy influence. The NEAR Network’s performance-monitoring tool provides indicators for tracking progress toward localization commitments on six dimensions: (1) partnerships, (2) funding, (3) capacity, (4) coordination and complementarity, (5) policy, influence, and visibility, and (6) participation.
For this evaluation, SCN seeks to employ the measurements developed by the Near Network to assess its localization practice.
Methodology
The appropriate methodology will be selected based on conversations between the consultant and SCN staff. To assess SCN’s localization period, a comprehensive desk review and staff interviews will be necessary. A thorough review of documents will also be essential to develop the baseline.
- Desk review
The consultant will review and analyze critical documents for assessing SCN’s localization practices and developing a baseline of localization.
- Interviews/focus groups
The consultant will conduct several interviews/focus groups with SCN staff and relevant organizations that collaborate on inter-agency capacity strengthening and other localization progammes.
Deliverables and responsibilities
- A baseline of SCN’s current localization practices. SCN will provide the methodology. The consultant will be responsible for reviewing/adjusting the operationalization of indicators.
- A map of existing programmes, initiatives, and workstreams tracking SCN activities.
- A comprehensive report and recommendations.
- A PowerPoint presentation of key findings and recommendations to be presented at SCN.
SC Norway selected staff will oversee the assessment and baseline development, including reviewing and finalizing the assessment plan and providing logistical support to the consultant in charge of the evaluation. SCN specified staff will also provide guidance and advice on the final report and on how to present findings and recommendations to key stakeholders.
We are looking for a consultant with the following competencies and skills:
The consultancy is estimated to be 35 days.
- Relevant university education.
- Extensive experience with conducting programme evaluations.
- Knowledge of localization policy.
- Solid understanding of the application of qualitative research methodology.
- Extensive experience with indicator development, including conceptualization and measurements.
- Extensive experience with conducting interviews/focus groups and qualitative data analyses.
- Experience presenting complex information to non-specialist audiences.
- Solid English language skills and experience with writing English language reports.
