The New York Portfolio Office (NYPO) supports the United Nations Secretariat as well as other New York-based United Nations organizations, bilateral and multilateral partners in fulfilling the UNOPS mandate in project management, infrastructure management and procurement management.

The Sustainable Development Cluster (SDC) supports various partners with its peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Loan Management Services (GMS), United Nations Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) Provides Services to partner programs that are designed, structured and managed with a perspective and primarily serving partners who are based in New York. SDC has a presence in approximately 125 countries.

UNOPS has signed an agreement with UNDP Kazakhstan to implement the project activities for the Operational Phase 7 of the Small Grants Programme (SGP) in Kazakhstan.

The SGP grant award supports community-based innovation to address global environmental issues and improved and more sustainable livelihoods through initiatives led by civil society and community organizations, with special consideration for indigenous peoples, women, youth and people with disabilities.SGP has supported more than 25,000 community projects in more than 125 countries aimed at the conservation of biodiversity, mitigation and adaptation to climate change, sustainable land management, protection of international waters and the rational management of chemicals and waste. The holder of this position will be UNOPS staff, under their full responsibility.

Functional Responsibilities

Under the supervision of the National Coordinator the incumbent will carry out the following activities:

1. Provision of reliable and secure driving services

  • Drive office vehicles for the transport of authorized personnel only but this can include visiting Officials (Government, UN, Embassy Officials, etc.)
  • Ensure that all passengers wear their seat belts at all times
  • Enforce the no smoking policy in the vehicle
  • Collect and deliver mail/correspondence to Government Offices/Embassies /Commercial Establishments/UN Offices etc. Interact with Finance and Administration staff.
  • Following strictly all rules and regulations in relation to the use and management of UN vehicles.
  • Ensuring that all immediate actions required by rules and regulations are taken in case of involvement in accidents.

2. Proper use of vehicle and day-to-day maintenance of the assigned vehicle

  • Keep abreast of traffic rules and regulations as well as road security and safety awareness to enable safe on time arrival for meetings
  • Ensure cost-saving by driving responsibly
  • Maintain daily vehicle logs, daily mileage, gas consumption, oil change, servicing, greasing repairs
  • Prepare and maintain data of the vehicle maintenance plans and reports
  • Ensure that the official vehicle is kept clean and is always in good working order.
  • Keep track of insurance and applicable tax formalities
  • Ensure that vehicles comply with Minimum Operating Security Standards (MOSS).

3. Maintain and ensure availability of all required documents/supplies

  • Maintain and ensure availability of all required documents/supplies including vehicle insurance, vehicle logs, office directory, and map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle;
  • Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents.

4. Provide general clerical and logistic support as needed

  • Receive shipments, customs clearance arrangements, preparation of documents for Project shipments (received/sent), arrangements for shipments.
  • Prepare all necessary documentation, implementation of follow-up actions, drafting correspondence related to shipments/customs clearance.
  • Arrangement of travel and hotel reservations, preparation of travel authorizations.
  • Administrative support to organization of conferences, workshops, retreats.
  • Collection of information for DSA, travel agencies and other administrative surveys.
  • Preparation of routine correspondence, memoranda and reports in accordance with CO SOP.
  • Extract, input, copy and file data from various sources.
  • Maintain relevant files
  • Participate in the traini Previous working experience with International organization, Embassy and/or UN Systemng for the operations/projects staff on administration.

Education / Experience / Language requirements

Education Requirements:**

  • Secondary education or equivalent.
  • Drivers training with a valid driver’s license (Category B).

Required Work Experience:

  • Minimum three (3) years work experience as a driver; safe driving record; knowledge of driving rules and regulations and skills in minor vehicle repair.
  • Previous working experience with International organizations, such as embassies, UN System or related organizations.
  • Minimum two (2) years in administrative / logistics / messaging tasks.

Language Requirements:

  • Fluency in Russian and/or Kazakh.
  • Knowledge of the English language will be considered as an asset.

Nationality:

  • The candidate should be a national or naturalized citizen of the country.

Other Requirements:

  • Basic knowledge of mechanics.
  • Knowledge of traffic laws.
  • Full availability to travel within the country.
