Senior Field Coordinator – Mae Sot
TEAM/PROGRAMME: Program Implementation
LOCATION: Mae Sot Office
CONTRACT LENGTH: 1 year with possible extension
ROLE PURPOSE:
The role holder will have a role of overseeing and managing the planning, implementation, monitoring and evaluation of high quality, innovative programmes in Mae Sot field office. Oversight of office management will include staff and operational oversight (HR, Admin, Finance, Supply Chain, Safety and Security), as well as select representational responsibilities with government and coordination bodies as field lead.
SCOPE OF ROLE:
Reports to: Senior Operations Manager, Bangkok
Staff reporting to this post: 6 persons
Direct: Refugee Education Coordinator, Migrant Education Coordinator, Child Protection Coordinator, Sr. Finance Officer, Sr. Supply Chain & Admin Officer and MEAL Officer
Budget Responsibilities: Office Running Costs, Mae Sot as appropriate
External Representation: Capacity building to partners and staff, and education authorities. External representation in relevant coordination groups, including Protection Working Groups in on Refugee and Migrant Education
Travel: Frequent (expected to travel within Tak and Ranong (and on occasion to other refugee camps sites along the border areas).
KEY AREAS OF ACCOUNTABILITY:
Oversight of Programs in Mae Sot
· Ensure programs are implemented in a way that responds to the communities and children with Save the Children principles, values, and also following Save the Children procedures. This includes working and participating in meeting with government and national NGO-partners.
· Ensure that all programs have clear work plans including phased budget plan, detailed implementation plan, and MEAL plans, as well as timely update the projects’ progress and raise the key challenges to the Sr. Operations Manager, if needed
· Provide overall management support for the effective implementation of activities; including control over budget expenditures, while ensuring transparency and compliance with donor regulations.
· Support Mae Sot project budget holders so that award-related activities are completed on time, on budget, and achieve their target objectives.
· Participate in monthly Project Performance Review Meetings, being accountable to management questions regarding the projects and working with the project teams to adjust plans as required.
· In collaboration with Sr. Operations Manager, support partner selection and project design and lead partners assessment and vetting
· Analyze potential partners using documented selection methods and ensure that all partners comply with Save the Children and donor requirements and regulations
Staff and Office Management
· Manage the Mae Sot-based project teams; define expectations, provide leadership and coordination across projects.
· Ensure the recruitment, training, and promotion of staff as appropriate through appropriate professional development opportunities.
· Ensure that staff are trained on SCI policies, procedures and guidelines such as: Safeguarding and Anti-Fraud, Diversity and Inclusion, Anti-Harassment.
· Conduct regular staff one-to-one meeting and quarterly participatory appraisals to assess performance and development of staff under his/her supervision.
· Incorporate staff development strategies and Performance Management Systems into team building process.
· Oversee the operation of the Mae Sot Field office and ensure the safety and security of the office and assets
· Ensure proper financial and supply chain procedures are being followed, with support from relevant leads in Bangkok
Representation (internal and external) and Strategic Planning
· Contribute, as requested, by the Program Director, Sr. Operations Manager and Thematic Advisors, to the development of the country strategy plan, annual work-plans and budgets as well as the country annual report
· Serve as member of the Extended Management Team (ECMT), meeting quarterly to address management challenges and contribute to annual planning
· Represent SC Mae Sot team within Protection Working Groups, PWG, and on ad-hoc basis for other high-level meetings, as requested by the PD/ SOM

Qualifications
· Thai Nationality
· Minimum Bachelor Degree with at least 5 years’ experience preferably in Relevant qualification in child protection, social development and in organizational management or in related field
· Demonstrated skills, experience (at least three years), and knowledge in management (preferably in development sector and in relevant thematic area)
· Excellent personal organizational skills, including time management, and ability to meet deadlines and work under pressure
· Experience and knowledge of effective financial and budgetary control
· Experience in conducting assessment, monitoring and evaluation, strong analysis and writing report
· Experience managing a field office in complex settings
· Strong English communication skills, both written and verbal
· Ability to communicate sensitive information to a wide and diverse audience
· Ability to influence internal and external audiences at all level of the organization.
· Willingness to travel and work in difficult environment according to travel requirements
· Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children
· Commitment to and understanding of Save the Children’s aims, values and principles.
· Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy
Desirable
· Proficiency in Myanmar or Karen Language
