Context:

Under the overall supervision of the Chief Information Officer (CIO)-Director of ICT and direct supervision of the Chief Infrastructure & Operations Unit, the Senior ICT Officer (Infrastructure and Cloud Technologies) will be responsible to conceptualize and develop information system initiatives and assumes a lead role in providing project management expertise in the design, implementation and oversight of initiatives driven by business user needs.

Core Functions / Responsibilities:

  1. Manage the performance and availability of global cloud-based services including monitoring and optimizing the use of cloud resources to ensure cost-effectiveness, monitoring and charging.
  2. Develop requirements specification, design including project plans, schedules, time and cost estimates, metrics and performance measures.
  3. Execute the most complex aspects of the project such as formulation of business requirements, systems analysis, development, etc.
  4. Plan, manage design and upgrades of the global IOM Cloud and enterprise infrastructure to ensure their performances meet the organization’s business, operations and security requirements.
  5. Provide technical guidance and support to other Departments and Country Offices on the use of cloud-based services.
  6. Prepare technical and user documentation for entire systems and interdependent applications.
  7. Track and monitor project progress against plan, requirements, quality measures and standard processes.
  8. Ensure security and reliability of the global IOM cloud infrastructure by implementing appropriate security measures, disaster recover plans and backup procedures.
  9. Liaise with users on all aspects and during all phases of development and implementation and ensure completion of project deliverables required from the users.
  10. Oversee the establishment of, and monitor, project plans for delivery of functional specifications and present status and other relevant information in appropriate format for management.
  11. Suppose/ensure implementation of ICT strategies and introduction and implementation of new technologies with full compliance with corporate information management and technology standards, guidelines and procedures.
  12. Work with outsourced company team members as needed to complete project deliverables.
  13. Ensure solutions/designs are cost effective.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Computer Science, Information Systems, Mathematics, Economics, Statistics, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.
  • Certifications: Strong proficiency in Azure or AWS with certifications such as Microsoft Certified: Azure Administrator Associate (minimum requirement), Microsoft Certified: DevOps Engineer Expert (desirable), Microsoft Certified: Azure Solutions Architect Expert (desirable), Microsoft Certified: Cybersecurity Architect Expert (desirable), AWS Certified Solutions Architect – Professional (desirable).
  • AWS Certified DevOps Engineer – Professional (desirable).

Experience

  • Nine (9) years of progressive experience in designing, administering large scale and multi-site, resilient, high availability cloud/network environment.
  • In-depth experience working with cloud platforms such as Microsoft Azure, Amazon Web Services (AWS) or other cloud providers. Knowledge of various aspects of cloud services including infrastructure setup, management, deployment and optimization.
  • Experience in managing and optimizing cloud infrastructure components like virtual machines, storage, networking and security groups.
  • Experience with cloud monitoring tools and techniques to identify and address performance bottlenecks, optimize resource utilization and manage costs effectively.

Skills

  • Proficiency in migrating on-premises applications and services to the cloud as well as integrating different cloud services to create a cohesive environment.
  • Ability to design cloud architectures that align with best practices, scalability, security and performance requirements.
  • Knowledge of cloud security principles, identity and access management (IAM), encryption and compliance standards to ensure the security of cloud resources and data.
  • Knowledge of incident, change and configuration management as applied to IT Service Management. Foundation-level certification in ITIL is highly desired.
  • Familiarity with automation tools like Terraform, Ansible or cloud-specific tools for infrastructure as code.
  • Demonstrated leadership, project management and analytical skills with capacity to understand IT business requirements to translate them into technical solutions.
  • Proven skills in project management using industry standards, systems analysis, technical design and application architecture, database design and requirements/technical/user documentation.
  • Ability to build a team in a multicultural environment and to work effectively with colleagues from different professional backgrounds.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
