Services of Consultant: Study on Gendered Dimensions of Loss and Damage from Climate Change in Asia

A. INTRODUCTION:

Oxfam in Asia is seeking the services of an individual/firm who is skilled in research on loss and damage and has experience of working with the development sector.

Oxfam is a global movement of people who are fighting inequality to end poverty and injustice. Across regions, from the local to the global, we work with people to bring change that lasts. Our work is grounded in the commitment to the universality of human rights. Driven by diversity and founding our asks in evidence and experience, we take sides against poverty and injustice everywhere. Feminist approaches guide all our analysis, action and interaction.

The study focuses on understanding the gendered dimensions of Loss and Damage (L&D) resulting from climate change in Asia. The study will investigate the impacts of climate-related events on marginalized women and men in various communities, with a focus on selected regions in Pakistan, Bangladesh, Nepal, Indonesia, and the Philippines.

In each context, the research will focus on marginalized communities in the affected communities, producing two-three case studies per context which will support the development of an evidence base for regional level influencing and advocacy around the COP28 agenda and the formation of the L&D fund.

The research will span the issues of Economic and Non-Economic Loss and Damage, in this case focusing particularly on climate events linked to extreme events (rather than slow onset impacts). It bears noting that issues around care will tend to be considered within Non-Economic L&D, and this research aims to support the shifting of narratives, to highlight that even where work is not monetized, it still constitutes part of the economy, and as such should fall within the scope of Economic L&D.

B. OBJECTIVES AND RESEARCH QUESTIONS:

  1. Core Objective:
  • To bring an intersectional and feminist perspective to the discourse on Loss and Damage caused by climate change.
  • Specific Objectives: Conduct a gender-differentiated analysis of Economic and Non-Economic Loss and Damage (ELD and NELD) resulting from extreme climate events.
  • Explore the loss and damages being experienced by women, and men in all their diversities beyond the coping mechanisms and adaptation measures employed by the communities
  • Produce 2-3 case studies per context to contribute to the development of an evidence base for regional influencing and advocacy around COP28 and the L&D fund.
  • Support the development of an evidence base which can shift narratives around the conceptualization and categorization of ELD and NELD (e.g. exploring the inclusion of non-monetised care work within ELD)
  • Highlight existing gaps and challenges in assessing and addressing gendered L&D, including impacts, vulnerabilities, causes, and access to support, along with policy recommendations and suggestions for future research
    1. Research Questions:
  • How do climate crises affect marginalized women in terms of care responsibilities, food security, livelihoods, migration, safety and security, education, health, and decision-making?
  • To what extent are marginalized women included in assessing climate impact loss and damages, and how well do support mechanisms address their specific needs?
    1. Policy Asks:

The research aims to identify specific policy recommendations around the following themes:

  • Incorporate a gender lens in all activities addressing L&D to reduce existing inequalities.
  • Ensure funding mechanisms for L&D are informed by rigorous gender and intersectional analysis, accessible to women and women’s organizations.
  • Include non-economic L&D in assessment efforts and ensure women’s voices are heard in L&D finance discussions.
  • Involve women’s knowledge and experience at all stages of L&D-related activities.
    1. Audience of the research:
  • Global, regional and national decision makers including from the countries covered in the research;
  • Governments engaged in decision making and contributing towards the Loss and Damage fund;
  • CSO and organizations working on Climate, Disaster Risk Management, Humanitarian and Development;
  • Regional and national media;
  • Informed public.

CMETHODOLOGY:

The study will utilize the following methodology:

  • Undertake a literature review for the study;
  • Employ a thematic analysis approach to analyse the data collected from the interviews by the country teams and informing the literature review and recommendations;
  • Compiling the interviews in human interest stories. Analyse in-depth interviews with diverse women, men, and people with varying abilities. The consultant will be expected to package and present the stories aligning to the analysis form the literature review.
  • Analyse gendered impacts of climate crises on care responsibilities, food security, livelihoods, natural resources, migration, safety, health, education, mobility, and decision-making.

**The consultant is not required to collect data from the field. The data will be collected by Oxfam country teams and provided to the consultant.

D. KEY DELIVERABLES

One comprehensive report including:

  • Literature review
  • Packaging of Human interest/ Case stories
  • Brief analysis
  • Recommendations for state and non-state actors

E. TIMELINE:

The consultant will be expected to compile the information and formulate it into a report which can be used during COP28. The consultant will be expected to impart fourteen days for the assignment to conduct a comprehensive review of pertinent literature to establish a robust report foundation and to provide an analysis and conversion of conducted interviews into compelling human-interest stories, along with the crafting of the analytical portion. The consultant is required to include formulation of practical recommendations grounded in the analysis and insights gathered to create a cohesive and structured overall report, encompassing essential components. The consultant would be required to integrate feedback from the project team as well.

  • Reviewing the second draft and finalization of the briefing : 1days

TIMELINE:

The study will unfold according to the following timeline:

  • COMPONENT : MONTH/ TIME
  • Data Collection : Mid-September
  • First draft of the study to be circulated : Mid October
  • Second draft of the study to be circulated : Early November
  • Final Sign off : Mid November
  • Research Launch : During COP 28

F. IMPORTANT NOTES

  • The contract period for this assignment will be for fourteen days
  • The selected candidate will report to the Gender Justice Policy & Advocacy Manager at Oxfam.
  • Oxfam in Asia will have the right to use the communication product whilst attributing the consultant’s credit.
  • All the deliverables need to be approved by the project team before being finalized.
  • The Consultant will seek the team’s feedback and incorporate it to improve the quality of the deliverable. Oxfam has the right to suggest changes to the deliverables at any time during the period of this consultancy.
  • All content produced will be a property of Oxfam and may not be used for other commercial purposes without permission. The consultant will work in close collaboration with Oxfam’s Communications team to ensure delivery of the required products on pre-defined standards, using Oxfam’s branding guidelines. The final products will be subject to approval by Oxfam.

  • Key knowledge, understanding and insight into the loss and damage narratives and conversations;
  • Understanding of the links between climate change and gender
  • Proven experience with conducting research studies
  • Previous work experience with other international non-government organization is desirable.
