Supply Information Systems Training Officer (SISTO) (m/f/x) – Brussels – MSF Belgium

CONTEXT

Driven by MSF’s goals, the Operational Center Brussels (OCB) supply chain’s mission is to enable humanitarian action and provide reliable supply chain solutions. The supply chain is composed of different entities to cover the whole, all having interactions with each other. As such, the scope covers a supply chain that is specific, humanitarian, and subject to emergencies.

Within this context, the OCB Supply Chain Department offers comprehensive supply chain management support to all OCB missions. This department oversees the entire supply chain for MSF Belgium’s Operational Center and is accountable for supporting all OCB missions in their supply chain management.

As Supply Information Systems Training Officer (SISTO), you are a member of the Supply Technical and Information Systems team (STIS) within the OCB Supply Chain Department. The STIS team focuses on ensuring that OCB Supply staff have access to the tools, data, and processes necessary to provide optimal service to MSF beneficiaries. OCB missions employ a range of information systems (IS) tools to facilitate supply chain management.

Under the Supply Information Systems Operational Team Leader (SISOTL), you are responsible for ensuring that the training and documentation resources for the information systems used by the OCB Supply Department align with the needs of the stakeholders. The main emphasis of your position will revolve around supporting the use of the UniField ERP software but will also include various other supply information systems used by OCB missions.

As the OCB supply information systems continue to evolve in response to the needs of our services, the scope of your role will expand accordingly. It will encompass future solutions that are yet to be developed. Hence, this position requires a high level of collaboration within the Supply department, other departments in OCB, the UniField user community and other MSF sections to ensure that the training resources are aligned to the needs.

Additionally, your role will encompass a range of responsibilities such as UniField analysis and reconfiguration, data cleaning, testing new features, conducting field visits, managing advanced technical responsibilities, and providing backup support to fellow information systems referents.

Responsibilities

Training and Development

  • Facilitate HQ and delocalized trainings and various needs-based user engagement initiatives, utilizing both in-person and virtual formats.
  • Proactively identify areas of improvement in the use of OCB supply information systems and develop trainings and resource materials to support user implementation of corrective measures.
  • Ensure the harmonization and coherence among the various information systems training materials developed by the STIS team.
  • Responsible for ensuring the accuracy and relevance of the information systems online repository (OCB Intranet) in close collaboration with content owners.
  • Engage with and reanimate the user community by shaping discussion topics, initiating conversations, distributing best practices, and addressing common issues.

Cross functional

  • Provide back-up support to members of the STIS team including the UniField Helpdesk, working group participation, onboarding, and other initiatives as assigned.
  • Support the development and implementation of the UniField data quality improvement initiatives including database analysis, implementation of data cleaning processes, and enhancing the data quality guidance resources, in close collaboration with the SIS Data Quality Officer.
  • Maintain regular communication within the STIS team to facilitate the proactive exchange of information regarding issues that demand multi-stakeholder engagement and support.
  • Conduct briefings and debriefings of UniField stakeholders
  • Organize and participate in field visits as assigned.

Technical

  • Possess a clear understanding of the relationship between the mission operational context, established supply processes and UniField configuration.
  • Proactively engage with key stakeholders at all levels to ensure the configuration and use of UniField is aligned with OCB supply processes.
  • Participate in the testing of new functionalities to ensure they are aligned with the needs of the OCB missions.
  • Propose functional and technical improvements to UniField
  • Support the configuration and implementation of UniField in new missions and projects.

Platforms

You are a member of the following platforms:

  • ISSM (Intersectional Supply Support Meeting): This intersectional working group aims to leverage opportunities to improve support to the UniField Supply user communities through harmonization and mutualization of processes and resources.
  • OCB Data Quality Committee: This committee aims to improve the quality of the supply data within OCB by ensuring the continuous improvement and enhancement of the data quality indicators tool meets the needs of the OCB Supply Chain Department.

REQUIREMENTS

Education and Experience

  • Bachelor’s degree or Technical degree or equivalent by experience
  • Minimum 2 years MSF field operational experience in Supply Chain Management and UniField
  • Minimum 2 years’ experience in Knowledge transfer / training
  • Experience in Supply information systems is an asset

Languages

  • Fluent in written and spoken English.
  • Fluency in French is a strong asset.
  • Knowledge of Spanish and or Arabic is an asset

CONDITIONS

  • Expected starting date: As soon as possible
  • Location: Brussels (Belgium)
  • Mobility: maximum 30% for field visits
  • Contract type: Open-ended contract – full-time
  • Salary according to MSF-OCB HQ grid
