The Need

For 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Training Coordinator, Thailand to support planning of trainings and workshops in Forced Labor/Trafficking in Persons subject matters.

The project, Equipping Thai Officials to Identify and Investigate Forced Labor and Labor Trafficking: Improving Case Outcomes and Victim Engagement through Enhanced Capacity Building, aims to build the Thai government’s capacity to enforce its TIP laws in a trauma- informed, victim-sensitive manner, equipping frontline officials with guidelines and training needed to ultimately increase the number of Forced Labor/Labor Trafficking cases identified and improve case investigation outcomes.

These needs will be met through four objectives. Objective 1 will resource frontline officials with new implementing guidelines and coordination and referral SOPs (Standard Operating Procedures) to identify, refer and investigate FL/LT cases. Through Objective 2, training of trainers (TOTs) and an online training platform will equip agencies to train frontline officials to apply the guidelines and SOPs; and in Objective 3, agencies will be equipped to train frontline officials to use trauma-informed, victim-centered approaches in their work to identify FL/LT cases. Crosscutting Objective 4 extends Objectives 2 and 3 by establishing and building the capacity of teams of expert mentors within each government target agency to monitor and support the institutionalized training and coaching of frontline officials.

This position is based in Bangkok, Thailand, and reports to the Project Director. This position is on a 12-month contract basis with a chance of contract renewal.

Responsibilities

Project Stakeholder Support

  • Supporting the Project Director to liaise with counterparts on the implementation of trainings/workshops supported by J/TIP-IJM Thailand Project ensuring effectiveness, efficiency; and ensure that results are appropriately monitored and reported. Key government counterparts include Ministry of Labor, Office of the Attorney General, Royal Thai Police, Department of Special Investigation, Department of Fisheries, Ministry of Social Development and Human security, and Department of Provincial Administration;
  • Supporting and liaising with counterparts and consultants in developing Forced Labor/TIP training materials/curriculum to ensure they align with objectives and priorities of the project.

Project Activity Support

  • Under the direction of the Project Director and project workplan, lead the process of planning, scheduling, resourcing and efficient conduct of the project workshops, training and other meetings;
  • Under the direction of the Project Director, support the development and deployment of the FL/ TIP training materials/curriculum and other related;
  • Prepare a concept note and coordinate the preparation of materials for training/meeting/workshops; perform note taking duties as required;
  • Work with consultants delivering technical inputs, assisting with liaising with government counterparts where required;
  • In coordination with the US Embassy in Bangkok to complete “Leahy Vetting” process for participants to the project funded training/workshops.

Project Monitoring, Evaluation and Learning

  • Support the project team and MERL Assistant to gather, record and report information as per the project’s monitoring, evaluation, and learning plans and requirements.

Other duties

  • Perform other duties as assigned by the Project Director or delegate.

Requirements:

Education and Experience

  • Bachelor’s degree or equivalent combination of education and experience.
  • Minimum three years of relevant work experience.

Technical Experience

  • Experience working in providing complete full training cycle: assessing needs٫ plan٫ develop٫ coordinate٫ monitor and evaluate;
  • Familiarity with traditional and modern training methods and techniques;
  • Excellent communication skills, including fluency in spoken and written English and Thai;
  • An understanding of the Thai context related to human trafficking and forced labor, including national legislation, government policies, and/or the practices and policies of key stakeholders related professional development to the issue;
  • Proficiency with Microsoft Office applications, particularly Outlook, Word, PowerPoint and Excel;
  • An understanding of monitoring, evaluation and learning.
