Context:

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to thousands of refugees each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight, and guidance to IOM’s global support to all resettlement programs.

Under the United States Refugee Admissions Program (USRAP), the Resettlement Support Center (RSC) provides critical support and processing services for refugee resettlement to the US. As part of an MOU between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages the RSC for Pakistan. RSC Pakistan manages US resettlement activities in Pakistan. RSC Pakistan prepares refugee applications for adjudication by and provides support to visiting US Citizenship and Immigration Services (USCIS) officers, facilitates security and medical screenings, provides information about arriving refugees to resettlement agencies in the US and offers Cultural Orientation (CO) training to refugees departing for the US.

Under the overall supervision of the Project Manager, RSC Pakistan and direct supervision of the Deputy Project Manager, RSC Pakistan; and, in coordination with the Information Management and Technology Unit, the Project Coordinator (Data Integrity) will have the following duties and responsibilities:

Core Functions / Responsibilities:

  1. Supervise all RSC Pakistan data integrity activities, including, but not limited to, reporting, data quality assurance, risk management, and application and tool management. In this capacity, oversee hiring, providing training, assigning duties and giving feedback to personnel on their performance on a regular basis to ensure high quality work and the accurate completion of data integrity duties.
  2. In coordination with the RSC Project Manager, liaise as the technical focal point with the Refugee Processing Center (RPC) in Arlington, VA USA. Serve as the database knowledge expert for RPC to support improvements in databases and database transitions.
  3. Develop and maintain statistical and reporting tools to assist with projections, quality control, budgeting and staffing resource planning. Prepare monthly departure projections, support the Project Manager in annual program budget development, generate statistical reports using Tableau and other tools approved by RPC, monitor report usage, and use automated subscriptions to circulate regular reports via e-mail.
  4. Train personnel on Tableau reporting and ensure there is a justified business case for the creation and maintenance of the report. Liaise with RPC Data analytics team for regular audit of tableau reports.
  5. Collaborate with RPC Data Analytics team and other RSC Data Integrity team on reporting standardization as needed.
  6. Oversee the quality control of RSC Pakistan data entry into START. Maintain a web-based quality assurance application for real-time verification of data entry by staff. Ensure efficient processing of urgent and sensitive cases and troubleshoot START access problems during RSC Pakistan circuit rides and/or deployments.
  7. Collaborate with ICT through the region on RSC processing, data management, risk elements, reporting and other issues. In coordination with the Information Technology officer, IOM Pakistan, ensure that the data generated by RSC Pakistan applications, namely CRM, FTS and RefInfo, is maintained and updated and securely transmitted in compliance with the USRAP’s Integrity and Compliance Guidance and the NIST RISK Management Framework.
  8. Represent the RSC Pakistan as focal point for data reconciliation efforts between the Refugee Processing Center and the Migrant Applications Unit. Serve as a focal point for establishing and identifying key performance metrics for the purpose of monitoring and evaluation and identifying bottlenecks or gaps in the processing pipeline.
  9. Represent RSC Pakistan at meetings as needed, including with US and UN officials. Prepare reports, briefings, background information, narratives and statistical reporting and create public information materials, as needed.
  10. Maintain and ensure the confidentiality and integrity of all RSC-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert the Deputy Project Manager, RSC Pakistan of any non-compliance to SOPs or codes of conduct by RSC staff members.
  11. Provide suggestions on potential improvements to processing activities of RSC Pakistan by suggesting potential improvements to processing activities.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Information Technology or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in resettlement operations, particularly in USRAP;
  • Experience in managing IT or technical projects;
  • Experience in database programming and applications such as Access and SQL, and graphical and presentation software;
  • Experience producing high-quality reports, excellent computer skills and proficient in spreadsheets; and,
  • Experience in website development and management.

Skills

  • Knowledge of USRAP and IOM financial management and budgetary procedures;
  • Demonstrated proficiency with START (USRAP Processing System);
  • Excellent computer skills and proficiency in spreadsheet and database applications; and,
  • Excellent communication, interpersonal and writing skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of either Dari, Pashto and Farsi is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
